I feel like tribal government (on lower levels of organisation than high) is too powerfull, right now and there is no reason beyond roleplay to become feudal, your levys are massive, bigger than castle ones, and you can call all your vassal levies and the "law" that is suposed to limit snowballing have no effect here (I think). Maybe I don't see something here but big tribal countries seem way overpowered.
Anyway I have a lot of fun playing the mod but thought that this seems off ;)

I think they are supposed to be? I mean tribals were devastating Feudal countries during the time frame (the Vikings, Genghis Khan, Timur the Lame, Selkuq the great and so on) and the downside of being forced to have gavelkind should be strong enough to prevent snowballing by making tribals in-fight more.

Sure a player can cheese gavelkind to make it the best succession system but players can cheese just about every mechanic.

I mean they should be great for early rapid conquest but beyond that there should be something driving the player to abandon tribalism, I think.

Well, succession is the main thing.

If the decentralization levy penalty "crown law" had a bigger and more quickly ramping up penalty on tribals, that would be good. Could "call to arms" have a significant penalty to answering for vassals outside the dejure capital kingdom?
