Are these bugs or is it me?

I am new to CK2.

2 issues.

1st. When I look at expenses column it is blank. Yearly total 0.00. It never changes no matter how long I wait.
2nd. Obligation law says I have to wait until a date in the past.

Am I missing something or are these bugs?

It is 1068. The tooltip says to wait until 1077

Yep, as an independent with no troops raised or retinues reinforcing you might well have zero expenses in game terms, though must admit not certain. Second one as has been pointed out looks like you've read it wrong, it's nine years until you can change a law.

My income is around 38+, but my net showing in upper right corner shows 3.18. Why the gap?

38.16 is your yearly income. The 3.18 number showing in the upper right is monthly.
