Are there plans for unique mechanics for all monarchies?

For example, you go from a Constitutional Monarchy with a parliamentary mechanic to a Despotic Monarchy (this is hypothetical) with no special mechanic. Yeah, there's absolutism, but it encompasses every government type with varying degrees of effectiveness. I just feel like for some government types, there's a gaping hole of nothingness and since Paradox continues to add more government-specific mechanics, I feel like some for the most common governments in the early game are needed.

Parliament would be alot less crappy if it wasnt bound to two of the worst Government forms in the game.

I would much prefer if each country could choose 1-2 mechanics through events or desasters instead, almost regardless of government form.
