Might be, but that wasn't all the rockets' themselves fault. They lacked the necessary intelligence support for targeting because of the excellent British counterintelligence network.
IIRC from what I've read, without any kind of direct reconnaissance possible, the Germans relied on their agents in Britain to act as forward observers for their rockets aimed at London. Unfortunately for them, the British had already turned all the German agents in Britain, and the agents fed misinformation back to the Germans to push their aim further off the mark.
