Does any province start with Judaism? Which ones? I think the main problem is that no country in 1444 starts with it as state religion.... I think that for zoroastrism the same issue. Both religions are a better fit for the time frame of Crusader Kings.

There is no religion restriction to forming Persia. There is however a restriction where you cannot be Timurids, which was your issue.It's a shame though you can't form Persia while being Zoroastrian. Only muslim nations can, which is a bummer. I just formed Persia as Zoroastrian Yazd. Stayed Zoroastrian.Would have to test that again, that was a long time ago but I remember I had the decision to form Persia, converted and lost it
