Monopoly structure has a nice advantage for upgrades. I have a polygopoly structure and the upgrades are more expensive than the factory. Now I am having to create POPs instead of placing the factories in my highest immigration zones.
As for the steamer factories, you are right; monopoly sucks. Sometimes I build the steamers before I get the tech.
