In EU3, I loved how unemployed advisors could be hired by neighbouring countries if their home nation doesn't do it within the 'time of exclusivity' i.e. one year of exclusive control over him. It was realistic in many ways, since there are lots of cases of famous men and gifted individuals moving and working in foreign nations in history. In the game for example, Leonardo Da Vinci could usually be hired by the French or Milanese government if the Tuscans/Florentines let him stay idle in the advisor pool for a long time.
Not just there as well. In one game as Vietnam in EU3 I managed to hire a skilled Chinese advisor in my court (might be a mod). I forgot the name, but he was that one advisor types that boosted tax. Helped me gather enough money to conquer big parts of SE Asia before dying a decade later. Another game as Sweden, and somehow there was a Frenchman available for hire as a master recruiter.
My question is, is this possible anymore in EU4? Or are the advisors completely tied to their states and can only be hired by them? Cross-country advisor hiring was a good thing in my opinion, and this should be implemented in the game if not already present.
