Before I invest in this, I wanted to know if they had fixed this issue. I remember seeing a report of someone who deleted all roads and people still somehow got to work and there were no economic consequences. I am not really interested in shelling out for this if it's only aesthetic/cosmetic.

You don't need the DLC to check whether this obvious bug has been fixed; you could just test it in the base game, which received a rather large patch when Mass Transit was released.

I guess I could install it.

But that still wouldnt tell me if the DLC fixes or addresses this.

It was not on the list of fixes in the patch or in the paid content. Cims still teleport and de-spawn so I imagine the situation is still the same. But as I commented when this flaw was first pointed out, nobody builds a city without roads or transit connections. It was an interesting test of the game but not something any city builder would do. I do not see it as a major flaw for this reason.

There are virtually no economic consequences of any kind in the game and I realize that this is a major concern to many people who would like a more involved game and perhaps the devs will add it at some point, although their decision to use happiness instead of wealth as the measure of contentment of the population would likely require an extensive re-write of the game.

So I am wondering how this insanity has lasted this long. It takes all of 5 seconds in game to test this and prove it wrong. Tear out your roads and your zones despawn and plopped buildings lose their road connection and shut down. Is this just an epic troll job?

No it's not trolling. Very soon after the game was released somebody created a city with a commercial area with roads but no connection to the residential area. Cims still worked in the area despite not having any way to get there. OP's post was vague about it; you don't destroy all roads only the connection between one area and another.
