In previous patches, joining the HRE prevents you from rising above duchy rank. But it seems that in 1.30 being the HREmperor automatically places you at empire rank anyway. So are there any disadvantages to joining the HRE at all?

Not being able to be emperor (wrong religion or gov type). Also you cannot dismantile if a part of HRE and dismantile is a nice move and easy for countries like hussite Bohemia or Poland or Denmrk and so on

So basically if you are not worried about losing emperorship and have no plans to dismantle the HRE, then there are no drawbacks?
Agressive expansion and higher cost of claims are very minor drawbacks comparing to benefits
Your government rank is fixed at duchy if you are prince, and kingdom if you are electorate.

You absolutely can dismantle the HRE as a member, you just can't be emperor and do so. Its common to dismantle the HRE as Prussia.
The main disadvantage is you are fixed to Duchy if not emperor, though if you become a elector (Hungary takes this from Bohemia through their mission tree), you can be a kingdom.
Drawbacks:
- Before reformation only Catholics can be Emperor, after reformation more religions can potentially be Emperor.
- Duchy rank for non-electors and kingdom rank for electors (being duchy is terrible).
- If Emperor dislikes you he can ask you to return unlawful territory resulting in province penalties and HRE wide negative opinion.
- Only monarchies can be Emperor.
- Integrating vassal gives you a -20 relation hit with the entire HRE
- Higher AE and +50% cost to fabricate claims, plus HRE it basically one giant culture so each HRE nation naturally hates you more.
- Great Peasant Wars is +6 Unrest for a couple of years.

If your capital is in the HRE you cannot (easily) move it to Japan and become Shogun.

How so? Are they not mechanically very similar? Sure HRE vassals don't fight internal wars.
Other than that:
HRE vassals need to be in the HRE and thus you have to snake them all around the world. Requires more micro.
Shogun, just vassalize anyone.
Becoming emperor and pass all the reforms, requires a lot of work.
I have not played recently, but from what i have tested all that is required to become shogun now is:
move capital to Japan--> culture shift to some japanese culture --> enact independent Daymio reform --> take Kyoto
This should be trivially simple if we are talking about a nation that considered joining the HRE at some point and now has conquered its way to japan.
Has it always been this easy? Even the emperor can become shogun, you just have to lose all your HRE land or not have any to begin with. Haven't found a way to become shogun as a pirate republic...
Anyway, sorry for derailing. But the question was about drawbacks and one is that it is a little more complicated to become shogun.
