It's about 1790 in my 1.13 Ottomans campaign and everyone in Europe is in a coalition against me except Britain and Scandinavia, they're my allies. Anyway, I have over 300 AE with some countries, which I got from conquering Portugal and Savoy. Of course I've conquered other things, but these are the most recent significant conquests. In any case, I think AE in 1.13 is waaaay too high, most likely due to development (but I also heard something about AE increasing by a lot if your country is big?)

I think they are sticking to AE but they will make a few changes to AI and development, while removing some bugs. There may be a little bit less but I cant see them getting rid of it too much. The over development is what is causing the destruction of nations because they all easily reach the extra AE easily.

You do realize that when Ottomans took quarter of Europe then tried to conquer Vienna which was the capital of HRE , the whole segment of Half Europe joined to Holy League and attacked Ottomans? What's the point of conquering of Europe where there will be no resistance? I think it's pretty realistic if you ask anyone who knows the history.

I love the AE as it is.

Of course I should have a coalition, I'm not saying that I shouldn't. I'm just saying 350 AE from Spain to Russia is a bit excessive, especially since in the case of fighting Spain (who owned the place where Portugal used to be) I used the Crush the Revolution CB. Besides, Iberia is supposed to be rather isolated from the rest of Europe because distance + culture + Catholics vs. Protestants

Edit: To be fair, I didn't realize Savoy had superdeveloped some of its provinces until after I'd annexed them

In general, there does come a certain amount of AE that starts to be unrealistic: really, AE that would persist even after 50-100 years of earning 0 more is probably more than should ever exist. However, that's not really a case for less AE, just for faster decay.

Again, I just disagree with the amount of AE, not the fact that I have a lot. You can't see the numbers from that screenshot but they're pretty insane.
Whether it's 300 AE or 30 AE that sort of conquest will get a big coalition (especially if as you say Savoy had been developing provinces), so I'm not really sure what you want here.

I annex OPM pope in Rome and got 45 AE with most of Europe for it. The province was 77 development when I got it. Tuscany and I are the only ones left, and I haven't taken him out because I can't quite handle every single nation in Europe in one coalition. Soon. :) The trick will be fighting everyone except France and Turkey. That is winnable.

Development is a bit too cheap early on imo. Conquest is still preferable for gaining development, but the explosion of development in Europe is absurd, and it causes really big AE shifts. The lowlands have been a mess my whole game because of coalitions. I've been allowed to form a coalition against a few other italian powers in my rise to glory, but mostly they're aimed at me in the peninsula.

I like that development doesn't get ridiculously expensive from just 3 clicks, but I think large development increases should favor the late game more.

The scaling factor for AE vis a vis development size (when people talk about doubling at 1500 etc.), anyone know where it is? I can't find it in defines or static modifiers.

Yeh, they need to cap it and maybe put a modifier where if you avoid offensive wars for 100 years and don't take any land that you don't have claims on then it goes away unless it's a nation that was directly attacked or it's ally or a Rival.

Lets face it, there were no nations that would hold a grudge for over 100 years because you conquered their neighbor and aren't attacking them.

AE is already fairly easy to manage as it is compared to many other patches.

if you are not going to let it decay, ofcourse evryoen will enter a coalition. if youre the ottomans and expanding into italy, expect a lot fo hate. italy is just a bout the msot developed place in europe for most of the game - invading it is not supposed to be even remotely easy.

Also looking at your other regions... it looks like you really went ham on Europe consecutively way too long. Ottomans have this benefit of being connected to a lot of different regions... so take turn attacking different regions to let the AE burn down.

I mean, I still agree that AE past 200 is kinda wonky and 1.13 has AE building up little too fast (either from new AE mechanics or from faster development or combo of both), but still, you could have managed it way better.

There are two problems with AE:

small HRE countries are way more powerful than they used to be, which might need looking at (a penalty of +50% development cost for OPM, +30% for 2 province would do it) which makes coalitions in the HRE far deadlier than they should be.

The AI never judges if it can beat a coalition. France is constantly dragged down in a tidal wave of pissed off Germans when they really didn't stand a chance of winning, so why did they try?

Another few problems with AE:

In my last game, Austria used Restore the Union CB on Hungary, then apparently decided that it couldn't afford an AE hit of around two hundred, and ended the war without taking anything. It then did the same thing again when the truce wore off.

Overseas development counts just as much as mainland development for determining the development AE modifier. Maybe the modifier should only use mainland development plus overseas development on the same continent as the country being threatened?

You can hide your development in subject states and not have it count towards the development AE modifier.

It's sort of weird when your PU subjects have -100 AE with you because you fed them provinces.
