Probably won't be there at launch, but Wiz and a few others have stated they'd like to make Fallen Empires a bit more interactive than 'avoid them, except if you want to steal their tech'.

I read that as "Turtle up and zerg them as hard as possible"

Do we already know, what pisses the Fallen Empires off? In the Blorg stream we have seen the ones that kill you if you use sentient robots and the ones that kill you if you colonize their holy worlds.
In fact is there an in-game way of seeing what they don't want you to do? It didn't seem like it in the Blorg stream at least.

One of the recent Developer Diaries had a screenshot showing that dangerous tech is specifically labeled as such before it's selected for research.

I realize this is mainly a warning for the robot uprising disaster but I'd imagine there's similar warnings for the different types of Fallen Empires. Like a, "Hey, cut that out!"

Since Fallen Empires are at first no longer expanding, I'd think a militaristic fallen empire might be trapped in a cold war with its own people. Two factions via for control, stagnating what was once a united giant space empire. If one faction someday becomes dominant, they might re-awaken again as a united and militaristic empire.
Bingo.

That's a great idea.

Either that or a Roman situation : like an usurpation period, a very unstable state which will last for centuries. If the FE is succesfull to reorganize itself and reform on more stable bases, it would rise again in a new Galactic conquest, as an End-Game Disaster.

I would so love a peaceful end game crisis. "The galaxy will federate or we will crush every last one of you." Says peaceful interdimensional beings.

There's a lot of potential for some very atypical endgame crisis. Even the Blorg -- although that should be optional like the Aztecs in CK2, because some people might want to play as the Blorg or against them on an even playing field.

"Long, long ago, in... well... this galaxy right here, the Blorg Commonality stretched its noodly appendages across all of known space. Blorg hospitality was known to all. And yet, as they are known to do, they hungered still. Hungered for more friends, and wept (If a fungus can weep. Truly we don't want to know), for there were no more worlds to befriend.

To this end, they turned their full attention to a neighboring galaxy, and focused their most powerful hyperspace communications relays toward it. Mysterious cries of "HAK HAK HAK!" were all they heard. But! THAT SOUNDS LIKE NEW FRIENDS! The Blorg took their fleets, and departed, prepared for the long journey across the gulf of space between galaxies. They left their friends behind to attend to their parties, promising to return someday.

Untold ages passed, and humanity had been building its young space empire in a fragmented galaxy. Only strange ruins with strobe lights and bizarre musical anomalies about high school friends remained scattered across the galaxy as remnants of the Blorg Commonality's power. Perhaps these eldritch artifacts were best left untouched, but humanity has never had such caution before and does not have it now.

And so now, the Blorg are returning to the fractured galaxy that has forgotten them.
And resistance is very impolite. "
