Are starbase equiped weapons also considered as 'ships'?

How do you mean? The end-game repeatable techs (for ex. fire rate +5%) or tier upgrades in weapons (for ex. UV to Xray lasers)?

I believe so.
The weapon range aura created by the starbase module certainly makes the station itself shoot further.
Yes they are considered as ships. They can receive buffs from station modules like command center and others.
We need repeatable tech to increase maximum number of defense platform of starbase.
I play a mod where Starbase can support 100 Ion Cannon, and its awesome.
+5 Max DefPlatform from Megastructures is nice, but not enough.
And we need something to invest Alloys, DefPlatform and Starbase is good choice.
