I'm curious about how national ideas are going to be handled for revolters. Most nations have the entire game to earn monarch points they can invest into their national ideas. Yet if a revolter pops in 1700, they have no chance to earn enough points to get through even a few ideas. This seems a huge disadvantage -- particularly for colonial revolters, which always arrive late in the game.
The only reasonable solutions seems to be if they would start with ideas pre-selected and earned up to their current tech level. Which seems fair. Or do they just get cheated?
