Are Regency COMPLETELY broken?

Dear OP, the title of this thread is grammatically wrong. It can only be "Is Regency completely broken?" or "Are regencies completely broken?". I don´t mean this in spite, but only as a friendly pointer from someone who learned English with much trial and error.
