Are outfits dynamic?

Are outfits for the species dynamic depending on their ethos or government?

I guess background and clothes change regarding your ethos and the function of the character. Scientist have different outfits then governors and scientists (at least for the humans). This doesn't apply to blogs who seem to be naked...

Here's what the art lead dev had to say:

We have scripted in the clothes as much as we can. So the clothing the general has is used for the Leader of any empire with a military government type. Technocracy use the scientist outfit etc. But I believe we have just scratched the surface of what would be possible, since you can use any trigger in the game for the clothes.
Technically its not had to add new clothes either.
