Are Mega Corporations supposed to be in the game if we don't have the DLC?

I haven't bought the new DLC just because I don't have the money at the moment, but I'm playing with AI Mega Corps, and then I did the Precursors event and was given an ecumenopolis in the "super system." Is this correct? Are they supposed to be in the game, just inaccessible without the DLC?

The Ecumenopolis is supposed to pop up on the First League precursor chain regardless, so that's working properly. Not sure about Mega Corps, but it's probable the DLC is for playing as/making MegaCorps, not just having the pleasure of seeing them from time to time. Don't the Gestalts work like that too?

I believe it's a bug.

The predefined megacorps can spawn in games where the DLC isn't enabled.

It's a problem because they employ techniques you cannot interact with when the DLC is disabled (the Corporate tab under planets is disabled).
Moreover they can enforce their ideology & government type upon you causing similar problems.

It's probably by design.

In my case during a play-through in the previous version (2.1.4) in which I did not have the Apocalypse DLC, an alien empire built a Colossus ship.

I experienced this on my 1st game on 2.2. I found two megacorps. At first, I thought it was just the old Oligarchic authority with the megacorp civic. However, when I found the second one, I realized those two megacorps had civics unique to megacorps and they had the "+ admin cap, +50% over the limit penalty" bonus/malus.

You can play as a megacorp without buying DLC if you generate a random empire, sometimes it generates a megacorp. I was surprised at first, wtf is a criminal syndicate and yellow civics. Donno if its an oversight or advertising

It's working
The Ecumenopolis is by design, the megacorps probably aren't.

The First League reward is an Ecumenopolis and some of the Fallen Empires have them as capital worlds in a similar fashion that Ringworlds show up in the game without Utopia- you can access the ones that generate in the galaxy as special unique wonders, but you can't build your own without the DLC.
