I was wondering if ESE is effected when a battle over or bordering a large population centre is diminished to simulate the effect of refugees fleeing for their lives. Refugees flood roads and highways, with their tractors and their horse-n-carts and their batterd old Ladas and their all their worldly possesions plus screaming-kid strapped to their backs.
Ruthless Generals can us such an effect to their advantage in real life, more humane or practical Generals must in anycase take it into account. Not sure if the AI could do so too, but is there any such effect on ESE when a major battle occurs over or near high population provinces?
