Are Cawas meant to be using real manpower when reinforcing?

Unless they are cursed mountain men trying to uphold their oath made to Isildur, it's a feature. Or would you like them to print reinforcements from thin air?

Would be nice to have that as an option for modders. Like it is for Banners, where you can have it if it uses manpower to reinforce or not. And besides, you can just recruit, consolidate and recruit more, without wasting any manpower. Except mil points.
