Are all events popups, or can events be silent / spam free?

There is also the question of how to fire province events silently so we can apply province effects without notifying the player. Any idea's on this? Im thinking the liege thing might work. make it fire for a courtier when the liege owns the province.

Province events always fire for the person who owns the province.
