Are AI Japan’s navy and aviatiation too weak?

Playing as USA (maybe here lies the pronlem, eh) They do not even seem to being able to even land on the southern pacific islands.
They could place naval bombers in their pacific islands and bugger my navy but the AI does not seem able to do so.

There could be a way to make Japan’s navy a fearsome force like it was irl?

Japanese navy needs a night fighting bonus. They were experts at it. Trained for it and had excellent optics. Attacked at night on land and sea many times. This advantage was nullified however when the Allies got radar on their ships.

Im not sure how it is in the current patch, but in prev. the AI hade like all its task forces on invasion support, except for a few sub raiders. No patrols, no escorts, no strike force.

USA starts with enough ships to crush IJN, has virtually unlimited fuel (translates into better doctrines/research/templates - unless you neglect those), and more naval factories (unless Japan completes Naval Estimates and prioritizes steel for navy from the start - then they're even). How can AI possibly pose a threat to a player on such conditions?
Im not sure how it is in the current patch, but in prev. the AI hade like all its task forces on invasion support, except for a few sub raiders. No patrols, no escorts, no strike force.
That part seems to work now. Strangely enough, UI still indicates that every naval region AI has presence in has a taskforce on Naval Invasion Support (and, usually, no Strike Force), but you can still get naval battles going:

probably, UI is wrong on that one? Or AI reassignes taskforces from time to time.

Japanese navy needs a night fighting bonus. They were experts at it. Trained for it and had excellent optics. Attacked at night on land and sea many times. This advantage was nullified however when the Allies got radar on their ships.
I read that the US navy underestimated the japanese, they had a superiority complex and were unexperienced in naval warfare. This allowed Japan to achieve an impressive number of consecutive tactical victories.

I agree with you, a permanent national trait bonus to the jap navy and a malus to the US navy. As the usa you should be able to spend navy experience to eliminate the malus, similarly to the incompetent army for china.

I am saying that Japan should be put in condition to be able to gain the upper hand on the early period.

Having something to represent this, to add historical immersion and spicing things up a bit, is never a bad thing in my opinion.

As Adm. Yamamoto said "[Japan] can run wild for six months to a year..." A 6 month bonus for Japan at the start of the Pacific war would be a good idea.

This would reflect the superior experience of the IJN at the start vs the Allies (USA, UK, Dutch, Free French, Australia) that were totally unprepared and surprised at the start.

They, actually, have one (provided they completed focus). Its usefulness is questionable, though.

I'm not sure, but i think that the naval battles don't take in account the day time. I would like a lot to be able to set, as example, the Italian fleet to engage only at night, or only with air support in the region, or submarines to engage only at night, as they did historically. Definitely we are lacking some options in the naval warfare.

That deserve a new thread in the suggestion forum.

It's funny how the US navy loses most of the time against the Japanese navy with AI vs AI battles because they let Japan take the whole pacific. Ironic.

I'm not sure, but i think that the naval battles don't take in account the day time.

Night alters the hit chance, retreat speed, a few other things.

The problem is that battles last very much longer than they did in reality.

And as far as I can tell there are no modifiers beyond the defines and static modifiers, that would allow any country to behave differently from another, at night-time naval actions.
