After Baraq Khan's proposal of writing out the constitution, Janibek stands and greets Ghazi Nuruz with a firm handshake. Afterwards, he starts to inform him of the laws of the Confederation so far:

Welcome to the Mongol Federation my friend, we are glad to have you here. The Mongol Federation has only recently been proposed and consists of a few major points. The Federation currently consists of every Mongol leader and country, excluding the Uzbeks. Unfortunately, Bars Khan, one of the greatest warriors in Mongolia, left before your arrival. While he was here we agreed on basic concepts for the creation and governing of the Federation. But before I tell you these, you must know basically the system which we will be using. The Mongolian Federation will be a loose Federation, comparable to the one called the Holy Roman Empire in the West. Each state is an individual and has it's own khan but the Federation has a Khan that governs over the Federations foreign affairs. The foreign affairs of us all are united, if one of is friends with one country, then we all are friend with it, and the same goes for war.

Also, because of religious differences between the states of Mongolia, each state in the federation will have an independent religion. The Conclave of Devout Nations fears that the Sunni nations may turn away from Islam, but I am determined to prove them wrong.

I think I have given you a good enough overview for now...

Janibek bows and sits back down...

A letter arrives from the Holy city of Mecca, carried by a fearsome Mongol warrior. Anyone can tell by his black armor that he is of Bars Khan's Keshik, or personnal bodyguard. As the scroll is opened, the gathered Khans recognize the flowing script of Bars Khan.

My mighty Brothers!

Although my body is at the heart of Dar-as-Islam, in the city of Mecca, my heart and mind still call out for me to be with you on the steppe. I have given your proposals much thought, and so I have writen out a basic document under which we may constitute out empire. Read on, and see if it meets with your pleasure.

Regarding the Great Empire of the Mongols
So do we, the undersigned warriors on this day come together to restore the Greatest Empire that was ever built. The Empire of the Mongols, whose purpose is to ensure that the great laws that were given to us are passed to the lesser races of the earth.

I. The laws of the Great Mongol Empire will be the Great Yasa of Jenghiz Khan. He is our forefather, and must be respected at all times. No warrior shall ever be named Jenghiz or Temujin, to symbolize the honor in which we hold the founder of our line.

II. The Great Empire of the Mongols will be ruled by the Khahan. The Khahan will rule until his death, and cannot be unseated by any means save death, save if he steps down from all rank in the Hordes.

III. The Khahan will be elected from the ranks of the Mongol Khans. Each Khan shall recieve one vote to elect a Khahan.

IV. As the Khahan's deputies, there will be two Aghakhans; the Aghakhan of the East and the Aghakhan of the West.

V. The Aghakhan of the East will forever be the Great Khan of the Timurid Empire.

VI. The Aghakhan of the West will forever be the Great Khan of the Golden Horde.

VII. The Aghakhans may rule absolutely over the Khans within their own realms. However, they may give orders to the other Khans outside their realms only at the express command of the Khahan.

VIII. Should one of the Great Khans become Khahan, then he is free to either appoint another to the position of Aghakhan or to hold the title himself.

IX. Beneath the rank of Aghakhan, all Khans are equal. No Khan has the right to give orders to another Khan, save by express command from the Khahan.

X. The Khahan shall have the power to move all the Empire to war.

XI. In war, the Khahan shall serve as supreme commander over all of the Hordes. He may appoint commanders over theatres as he sees fit.

XII. Although the Yasa of Jenghiz is the highest law of the lands, the Khahan may create laws by decree. These laws can never contradict the teachings of Jenghiz.

XIII. In the making of alliances and peaces, as well as diplomacy, only the Khahan may speak for and send emmisaries in the name of the entire Empire. Individual Khans are free to do as they please in these matters.

XIV. Any treaty made by a Khan must be presented to the Khahan before it is signed.

XV. Khans are forbidden to war upon each other, except with the consent of the Khahan. This is only to be used in the most grave offences.

XVI. In matters of justice, the Khahan may pardon a man guilty of any crime save treason.

XVII. In the matters of trade, the Empire allows each Khan to handle his own affairs. This article is bound by Article XIII.

XVIII. All Mongol traders are allowed to travel freely throughout the empire.

XIX. The Khahan may only take a tax with the permission of all the Khans.

If you find fault with this, make changes and send it to me, so that I may see what you have changed. As the spring approaches, the time to unite nears! I pledge the loyalty of the Four Khans of the Golden Horde to this Great Mongol Empire!

A letter arrives from Bars Khan to all the assembled Khans.

Brothers!

Send you hordes west! All of these Westerners gather against us, and we must exterminate them before they exterminate us. Come with me, and I will lead you to the center of their Empire, and make the ground forever stained in their blood!

Bars Khan.

After reading the letter, Janibek's face felt hot and he could hear his heart beating like the drums of war. He stared at the letter, making sure that it was no illusion. When he decided that it was no mirage, he rose up and looked around at the assembly. He saw the shocked and dumbfounded faces of the brave Mongol warriors and after an awkward moment, Janibek forced the following words out of his tense and angry body:

Let's Go

After this phrase, Janibek realized that there was no turning back. He walked out of the yurt, and, not checking whether or not anyone was coming along, hopped on his Arabian steed, and rode fast as lighning into the horizon. It was a little while later that Janibek began to realize that this war would determine the future of not only the Mongol Empire, but of the Moslem world...

Baraq Khan, occupied to read to laws of Tchinngis with Madalagai, near lose his feet with the war incitation of Bars Khan. Looking at Janibek riding out of the yurt, he looks at the other khans with an incredule look on his face.

What the... Janibek left... I think the words of Bars made him proud of what he is, maybe to much, since he haven't signed the contitution yet... I may pronounce myself for the war, as soon as every Khan would have signed the treaty

Ghazi Nuruz, anxious to return to his homeland as quickly as possible to prepare his forces for the coming conflict, rises to leave the yurt. However Baraq Khans' words catch him before he exits and he turns to face him.

"I agree, we must not get caught up in the moment and forget the matter at hand, the whole reason for us assembling here. I find Bars Khans' draft of the constitution acceptable and do not see a need for any revisions to it. I am willing to sign it as it appears here, though I feel that the choosing of the Khahan should be left until after this war with the west has been won, and all of our enemies are left dead or writhing in pain on the feild of battle. There is not enough time to reassemble all the Khans of Mongolia to choose the Khahan now, for we must have all of the Khans present for this important decision. As for now we must all gather our forces as quickly as possible and send them to help our brothers in the war against the christian dogs. After we have defeated the enemy we can then return here to choose who will lead our great mongolian alliance as the Khahan."

After speaking these words Ghazi Nuruz stoops towards the proposed constitution and, seizing the quill in his hand, signs his name to the paper.

A letter arrives in Tobolsk.

Brother Khans.

Even now, the Caliph negotiates to open the borders of all Muslim lands so as to allow the holy warriors to pass. The best thing for you to do would be to attack the Holy lands, and then to move north to lay into our enemies there.

What I need from you all now is your financial aid. The Golden Horde has many experienced soldiers, but supplies are low and the way in which you could help us all is to send gold to me here, since I will have to bear the first wave of attack alone.

I recomend that we all meet at Constantinople very soon, since it is close to the front lines. There, we must elect a Khahan as soon as possible. This is exactly the sort of event that we need such a man for.

Your brother Khan.

Bars.

Dsaluu Jambyn who had been bitten by some posisonous Bong havent beeen able to participate in the Discussions lately but not he is finaly feeling better and he spoke is first word to the other khans for the first time in a week:

"Those laws which Bars Khan proposed are good laws. We can all live by them i am sure. However we should add the religious independance as a law to.

However i disagree with Bars chioce of Capital, yes Astarkhan is the centre of the moslem world and much trade. However Samarkand is the city which Jenghiz built for the sole purpose to be the capital of the mongols."

Dsaluu Jambyn is informed to why many have left, the new crusade which the heretic swines of europe have started. Suddenly Dsaluu Jambyn jumps up and scream wordless screams in anger. After a while he calms down and speaks:

"Make sure my latest statement is spread to the other Khans, i do not have time to do so myself, my army might have a long march infront of it. I shall not surender to any foe, let them wish that they never started this crusade!"

Baraq Khan, in is yurt, finishes to write the treaty with Madalagai. In tobolsk. There is some points that have not been approoved, but would surely be in a near future. Maybe, he taughts, it would be good for our Empire not toe have a big city as it's capital, since those are the ones they attack in first. Writing that, a Mongolian messenger arrives, in a state of panic. He looks at Baraq Khan, shocked.

Bars Khan is dead.... in Venice... he is dead! Killed by those Europeans!

Those words have strong effect on Baraq Khan... who looks for a chair to sit on... seeing none, he just sit on the ground. Allah was not with the representant of his religion is those hard times, he with the happiness of beeing pagan, he thaugts of the poors of the Golden Horde. They lost a leader, and with what I saw of Agachak, there wouldn't be any good replacement for his friend, espacially if Bolor takes the control. Then, he taughs of Bars Khan, a good friend of him, his mentor, the man that taugts him the meaning of cruelty and warriorship. Raising on his feet he looks at the messenger.

Tell my people that their brother, Bars Khan, is dead, fighting for the glory of the Mongolian Empire, tell them to package their yurt, we are leaving for Astrakhan...

The Mongolian salutes his chief, and leaves the Yurt

Baraq Khan then turns to Madalagai.

Bring the Constitution with you, we will unite all Khanate of Mongolia with it. The souvenirs of Bars Khan is in it, and with his death, Mongolian may do some great things! Now come with me my good scrib, we have to plan our trip!

A letter

A letter begins circulating throughout the lands of Sibir.

"Fellow Mongol Khans! The Mongol Empire and all of its Khans are congregating in Astrakhan to begin our Grand Offensive to end the Christian threat once and for all. We are even now negotiating with the Khans of the Chagatai, and even the Khans in Mongolia and China. Send every horseman you can to Astrakhan. With the help of Allah, we can surely defeat these infidels.

Dawlat Khan of the Uzbek Horde"
