Bars Khan, the Great Khan of the Golden Horde rides into Tobolsk, with his banner flying high. He quickly dismounts and apporaches the yurt of his most loyal retainer, the Khan of Sibir. As he warmly greets his three brother Khans, he speaks.

"Greetings from the west my brothers. I am in a great hurry, for I have many matters that require my attention. I had considered sending an emmisary, but rethought that course, when I realized how much I had missed my brothers of the steppe. Now, let us call our meeting to order, for I cannot tary long, no matter what my heart would have me do. I have a wedding to attend far to the south, and a battle to fight far to the west!"

At this, the four mighty Khans all laugh, and begin to talk around the fire.

Washing his sword and his bow, Baraq Khan looks at the door, looking for someone. The Khans are now three, but one is absent, and he is very important. In fact, Without Great Bars Khan, the Allianc would'nt be as strong as it would be with him, and the Khans of Kazan and Astrakhan. Looking to the 2 other Khans, and say only few words

My friends.

Let's wait for Bars Khan to arrive, after I'll tell you about my Idea, which will made Temudjin proud of Mongolia once again, after Ogodei and Mongke, and Kubilai...

Let's recreate... the Mongolian Empire. Let's just put aside our conflicts, and do what our ancestors tried so hard to do...

But for now, we have to wait for the Golden Horde representative

Saying those words, he see his old time friend, Bars Khan, enters the Yurt. Listening to him he smile gladly. He waits for him to finish his speak, and only after.

My Friend, it is good to see all of you here. We have a lot of point to discuss, so let's not waste precious time.

First, appreciate the bear you will eat, after, we will talk about the Alliance, and the Mongolian Empire reborn.

When Dsaluu Jambyn sees his mentor he exclaims

"Sain Bainuu! IT is a long time since we met, to bad that you just missed a great hunting trip, the bears are large out here. But if you are in a great hurry we need to focus on the important matthers, and catch up on old times later, and perhaps during the dinner."

The Great Khan walks out of the ger to the fire just outside where the women are prepearing the Bear. The others follows just behind him. The men sits and talks about trivial matthers during the food, share stories about slain animals and enemies.

But as soon as the men have eaten what they shall Baraq Khan goes back to the Ger and yells

"Ongon xural"

The others goes there and they begin to talk about the real issues.

After the eating, the Khans sits around a bonefire, and Baraq rise on his feet, preparing himself to speak

I welcome you in my Yurt, here, in Tobolsk, were some of the horsemen of Genghis put there weapons down and lived a life of hunting. But now, that life is over. Why? I'll tell you that, right now.

From Ulanbator to Shangai and to Sofia... Mongolian were afraid of no one. I don't think that changed. We only fear each other, because of our Khanate conflict. Just look Kazan acting with Astrakhan.

My project is to unite, once again, Mongolia. We four are friends, who share the same ambitions that Genghis, Ogodai and Mongke. Of course, every Khanate would have the same weight in the Empire, from Crimea to Timur. We would be united on one true banner, the Great Khan of the Mongolian Empire!

I await your reaction before continuing. But if everyone agree, I will continue.

Janibek strokes his beard for a few minutes, thinking about the proposal of Baraq Khan. So many thoughts cross through his mind in those few minutes that he does not know what to answer. Finally he stands up and speaks:

Honorable friend Baraq Khan,
Your idea is truly the wish of our forefathers. I would agree to your proposal, but, there are many matters that interfere with the uniting of the Mongolian hordes. First, and probably most important, is the matter or religion. Mongolia is split into Muslims and Pagans... what would be this united Mongolia's state religion? Second, do you mean unite Mongolia under one alliance or as one united State? Third, how would it be governed? Would all four of us have a say? There are many trivial matters that interfere with the creation of a Mongolian State, but an alliance is something that I find no problems in. If you can answer my questions then I will re-think my answer, but for now, I cannot say that I agree to a united Mongolian state.

Janibek takes his seat again and waits for someone else to speak.

Temir almost sucseded in uniting the Khanates, but his way was not the true way to behave towards other mongols. We should seek friendship betveen ourselves and conquest in the land of our enemies.

We should make up a constitution with which our newly united empire could be led.

I think we should remain independant, but have a united foreign policy, if one goes to war we all will. If one makes friends to some state we should all respect that state.

We should have one Urlug Khan to lead us all, that man should have the ultuimate say if there are any disagreements betveen the Khans.

In order to show the supreme size and power of the Empire i lead and the Golden Horde the Khans of those two nations should become Agha Khans. Other Khans have the same title.

The Timurid Empire will change name, to show that we have left the policy Temir had, let there never again be a war betveen two mongols. The new name will be Al Agta Empire (The empire of the red horses), named after the horses in the land.

Baraq Khan looks at Dsaluu Jambyn and Janibek Khan, and think of his answer.

The Siberians has very small interest in religion, therefore if the Empire is Pagan or Muslim, for us, that will not interfere our decisions. I suggest that the Empire takes the State religion of the Uglah. Or we could accept Islam, if Paganism is tolerated at 100%, and no one force us to turn our back on our ancestors.

I do suggest to formation of an Empire like the western Holy Roman one. I totally disrespect them, but their ideas of a United Empire of independant countries. Juste imagine Khazak, Timur, the Golden Horde and Sibir in a new version of the Mongolian Empire, united only one true banner. The Khanates would have to administrate their own countries, but the army would be a Mongolian one, with the Siberian detachment, the Kazan detachment, the Timur detachment... etc. We could be everywere at once, strike quick and well, like fearsome mongolians.

Like Khan Jambyn just said, I am for the consitution of 1 true Uglah, followed by Timur and the Golden Horde, and than, the Khazaks, the Uzbeks, Nogai and Sibir. But for the election of the Uglah, we would each have the same weight. So everyone would have a say.

Intimidation would not be permitted, of course. We all share the same ambitions, like I said earlier. we are, us four, the greatest warriors of our countries, and of all eastern Europe. I don't think Dsaluu Jambyn equals his mentor Bars Khan, I don't think Bars Khan equals Dsaluu Jambyn. We are at eguality. I may be the greatest hunter ( Long Smile ) with my 3 bears, but we are on the same side, and do not want to be the greatest warrior. In a way or the other, Temudjin is...

I do not understand why so many sees Religion so important. I think we shouldnt have a state religion, let the religious matthers be discussed by the leaders of the states, so they can use the religion in the most advantageous way.

I also belive that the model proposed by Baraq Khan is agreeable. Even is the Roman Empire is a etenty of evil, they have a sucsessfull organization.

Dsaluu Jambyn and Bars Khan. I address you. We are members of the Devout Alliance of Allah and uniting Mongolia under a flag of paganism would anger the Alliance... maybe enough for war. Please consider this when making your decision in this matter. The comparison to the Holy Roman Empire to the west is a good one. Their government is well organized and it would take work to bring a government like that to Mongolia. If the religion remains Sunni, with a high tolerance for our Pagan friends of course, and the states remain independent, under a united foreign policy and army, then, I must say, i see no reason to dissagree with the uniting of the hordes of the Mongol Empire.

I am Sunni moslem because i have met Majid Hassam persoanlly many times, after a meeting with him noone can deny that the Sunni moslem faith is the true one. However i am not the one to persuade others about this.

I think that this new Empire doesnt need to have a religious connection, we are all wise enough to eaither make the right decitions ourselves or apoint people within the land to do this.

I know from my experience that someone who have lived in the Golden Horde cannot make a wise decition for the timurid empire. When i first arrived in the Timurid Empire i didnt tolerate Shia, i had heard stories of how evil they were, but now i know that is not true, there are actually good shias in this world. If someone would decide that we shall not tolerate Shias that would mean the death of the timurid empire, since there are so many shias in the land. It would also mean the death of many good men in the shia ranks.

I am afraid that we would kill eachother if we shall lead the internal policies of eachother. And the goal of this unification is to stop us from killing.... eachother that is.

Dsaluu Yambyn, you have convinced me. I believe that keeping different state religions is truly the wisest thing because only someone who knows the state knows what it needs. Well, that decides the questions of government and religion of the Mongol Empire. I have no other questions. I now agree to your proposal, Baraq Khan. But what are your feelings, Bars Khan, my friend?

As the other Khans dicuss back and forth, Bars smiles at their words of cooperation and unity. Hearing the name of Jenghiz Khan spoken with such reverance indeed warms his heart. As Janibek asks him his opinion, he speaks openly.

"This is a great endeavor, to rebuild the empire that Jenghiz and Kublai have crafted. In the matter of faith, has it not always been the way of our people to allow the conquered to follow their own faith? I rule over more followers of the Jesu then most European princes, and many of my warriors venerate the Buddha or the old gods of the earth. Let the priests battle over matters of faith, we shall battle over matters of land and glory."

As the other Khans smile and nod, Bars goes on, working his famous flair for speech. "Indeed, the Westerners have a well-organized Empire, although their lack of honor makes it a fractious bunch. The only ones in the west who I would fully trust are the Austrians. The Genovese, while reportedly honorable have warred long and hard against our kind. And the King of the French is a clever man, who will rebuild his mighty kingdom at any cost, no matter who he must crush. We could adopt such a system, where all khans lie equal. Of course, since the Great Khans rule the lands of many Khans, they should be given a special status of Aghakhan. And over even them would be a Khahan, who would be elected from among the Khans to rule the Khans until his death. Thus, we have a mighty empire, but one whose nature will not destroy the freedom that all of you have enjoyed."

"Then, we can act with a unified voice. Each Khan shall have a voice in electing the Khahan, from the Khan of the Crimea all the way up to the Great Khan of the Al Agta. That way, there can be no doubt that we are truly the heirs of Jenghiz, and we can dispense with our foes here. And then restore the rule of the Mongol to the Chin."

Wonderful... Great Friends, it is decided. We all approve of a united Mongol Confederation so the decision is made. Now, for a more straight-forward issue... how to enforce and start this new Confederation of Independent Mongolian States. We must first set up a very thorough government system... any suggestions? What is going to be the capital of this great Mongol Confederations? Enforcing this confederation will be much harder than just speaking about it...

Bars Khan ponders the questions asked, and then speaks.

"Brothers, for the centre of the Grand Empire, I suggest the city of Astrakhan. Great lines of trade and communication pass through the city, thanks to the presence of the Caliph. It has a central location, and is a short trip across the Inland Sea from the centers of the southern Khans. It should serve as an ideal centre for whatever administration we need. However, since the Khahan should rule mostly through the Khans, it will not be necessary to create much that is new."

Smiling at the other Khans, Bars continues. "In the matter of enforcement, it is no great thing. Those who serve us will obey our commands upon pain of death. I can easily promise the enthusiasm of the Khans of the Crimea, of Astrakhan and of Kazan, who serve me. We should of course bring the Nogai into our Empire, and the Uzbeks. The Turks, being half-Mongols, are a bit of a deeper question, but unless they approach us it should not matter. Our system will be simple: the Khahan rules all, with the Aghakhan of the East and the Aghakhan of the West as his first deputies. All the other Khans may do as they please within their own lands, but when the Khahan calls them to war, they must obey. The Khahan will be the Grand General of all the Hordes. However, each Khan can use his armies as he sees fit, within the plans of the Khahan. So it is that we create a mighty Empire, but do not sacrifice ourselves to a new Timur, who would conquer us all."

Bars rises, saluting his brother Khans. "In any event, I believe that I have given my opinion on these matters. I am greatly in favor of this idea. This is what I propose: In the spring we assemble at Astrakhan, and we sign a document that empowers the Grand Mongol Empire. At this time, all the Khans who are present will vote for the Khahan. I think that we have decided on the great points that are to be obeyed, and I will leave to you, my trusted allies, the specifics. I have a long ride ahead of me. I must attend the great union of the Hedjaz and the Ottoman Empire, and then return to the west for the final attack upon Venice. Hail!"

And as the Khans return his salute, Bars finishes his kumiss and leaves the yurt. Two Siberian warriors have already fetched the horse of the great warrior, and his men stand ready to ride. As Bars mounts his horse, he again turns to salute the Khan's yurt, and then he and his warriors ride off to the south.

A Turkish messenger hurries to Tobolsk, hoping to still find the other khans there. He bears a letter:

Great Khans, Heirs of Chinnigis,

Bars Khan has charged me with reorganizing the trade of Constantinople. While your lands extend far to the east and obviously must touch many great cities, I offer all of you agreements of trade. For all your goods that reach as far west as the Levant, Anatolia, and the lands of the Rus, that is, past Astrakhan, let them continue on to Constantinople. In exchange for using the City, your traders will receive special commercial privileges.

I hope this proposal is pleasing to you.

As Janibek listens to Baraq Khan he agrees that the arrival of the Khan of Nogai is an important step in the re-unification of the Mongol Hordes. He adds:

Yes friend, it is true that the arrival of the Khan of Nogai is significant. It leaves us lacking only the Uzbek Khagnate, who, due to recent events have no Khan. The Mongol Confederation is almost complete!

The soldiers standing guard in front of Baraq Khan’s yurt can barely make out a column of dust rising in the distance. A while later they can see that the column of dust is being created by thirty men on horseback. The leader is a tall, broad shouldered warrior riding a steed more then strong enough to bear his weight. As the procession approaches the leader, without uttering a word, dismount his horse and, leaving his weapons at the entrance, stoops to enter the yurt. The khans already inside stop there discussion as they notice the large figure blocking the sunlight from entering through the door of the yurt. None of them recognize the stranger and they are all interested to find out who this warrior is. From his appearance and the way in which he carries himself they can tell that he is a leader in the land from which he came. They wait for his aide to announce his identity.

The aide, bowing low to the ground, breaks the silence “I present to you the Khan of Nogai, Ghazi Nuruz.’

Taking over for his aide, Ghazi Nuruz speaks, “I traveled here from Nogai as soon as I could after receiving your messages. Please forgive me for my delayed arrival, I had several matters that had to be dealt with before I could make the journey here to Toblosk. From what I have been told so far, I do find your proposition for a Mongolian confederation very interesting. It shall be a great honor for me to take part in the reconstruction of the great empire that our ancestors created years ago. No empire has succeeded in surpassing in size or grandeur the empire of our ancestors, and with each outhers' help we shall be able to not only restore it to its former glory but crush the western dogs who dare to defy us! They shall learn to pray for the days before they knew the rage of the Mongolians!”

Pausing a moment before continuing, Ghaxi Nuruz strokes his beard, “There are many matters that we must discuss before all of this can become true though. I fear, however, that the journey from Nogai was a long and tiring one. I shall come to continue to discuss this matter after I have had a good meal and some time to rest.”

After saluting the other khans in the room, Ghazi Nuruz turns and leaves the yurt.

Baraq Khan, after the newly arrival of Ghazi Nuruz, Khan of the Nogai Horde, and he is the most smiling man in Tobolsk. Some of his teeth are missing, but he do not care. He arrives, with Madalagai, his first scrib on his side, and after every Khans are back in his yurt after a good night of sleep, he makes the presentations

My friends

In is now time for us to put on papyrus the fondamental points of our alliance, the newly formed Mongolian Empire. Madalagai, my first scrib, will write everything in Arab, in Mongolian and in Tartar, for every khan can read the constitution, so can his subordonates. Let's work on writing it, and by that, the Nogai Khan, who I humbly salute, will be able to get every points of the alliance which we discussed before his arrivate.

I hope everyone will be able to contribute to that writing with ideas, every good Idea that is voted favourably will be written on this paper. After that, every Khan will sign, in approbation of the treaty.
