The Reichstag is being held in Nurnberg

Welcome to Nurnberg, seat of the Imperial Diet of the Holy Roman Empire, court of His Most Serene and Pacific Majesty, Frederich, Third of the Name, By the Grace of God, Emperor of Humanity, Always August. The Emperor is constantly getting inspired by the arts and crafts of the cities of Italy, and has hired a few artists from Florence, Pisa and Roma to change the court of Nurnberg. Any new inspired artists are welcome to discuss their project with the Emperor himself during special banquets held on the 12th of each months, in the summer.

Imperial Princes and their representatives can find lodging in the Imperial Palace and the surrounding buildings, while other foreigners can find many accommodations both expensive and inexpensive in the city proper. Please be knowledgeable of the protocol of Imperial court and the Reichstag before entering the Imperial City.

The Protocol of the Imperial Diet and Court

Prima - The Diet is that assembly through which the Princes of the Empire communicate with their leige the Emperor, and through which the government of all the Empire is run. As such the delegates will be permitted freedom from fear of personal harm or infringement of their representation of their lords. This privilege is granted with the condition that the delegates never resort to base or personal insults and that a polite and civil atmosphere is maintained. Those in violation of the peace of the Diet will be requested to leave the chambers. If they refuse they will be escorted from the chambers, pending further decision.

One shall never carry any sort of wepon to the Diet's building without the consent of Imperial depresentatives. Only Imperial guard can wield armours and wepons in the halls unless decided otherwise.


Secunda - The Empire of the Romans is a most holy and Christian institution. As such, the seat of its government and the Imperial Diet is reserved exclusively for good pious Christians. Heretics, Infidels, Schismatics, et cetera, shall present a written request for audience with His Most Serene and Pacific Majesty or his duly appointed Steward, and shall wait on his sufferance of their presence.

Tertia - Our most Christian brothers who do not recognize the Emperor of the Romans as their leige shall present themselves to the Emperor or his duly appointed Steward, before speaking before the Assembly of Princes or indeed in public audience.

Quarta - Any and all subjects of His Most Serene and Pacific Majesty may come to the Imperial Court in Nurnberg and petition him. This right shall remain sacrosanct and never be violated by any man of the Empire, nor any within her borders.

Nurnberg: Free City and Capital of the Empire

Archeologists have concluded that there were pockets of settlers in the area from the prehistoric age onwards, but it was not until 1050 that Nourenberc (rocky mountain) was first mentioned in an official document by Emperor Henry III.

The Staufer dynasty did much to contribute to the fact that Nuremberg became an increasingly important location within the German Empire and they held many Reichstage (imperial parliaments) here. It was in the Kaiserburg (Castle), which today still towers above the city, that many of the intrigues surrounding the emperors took place. In 1219, Emperor Frederick II gave the city the imperial title. This not only brought numerous economic advantages, but also ensured that Nuremberg was subject only to the emperors, not to any other princes.

Nuremberg is not situated near a big river or the sea yet despite its geographical location, it managed to become one of the most important medieval trading and craftsmanship towns. In part, this is due to the fact that some of the most important trading routes intersected here and further, there was no city equal in stature in the surrounding area. In 1356, the town received a further accolade: the so-called Golden Bull stated that new kings were obliged to hold their first parliamentary session in Nuremberg. Later the Emperor Sigismund decreed that the Imperial Jewels were to be kept in Nuremberg.


Neureichburg: Home of the Imperial Court

Welcome to Neureichburg! Outside of Nurnberg the beautiful castle serves as both the home and administrative office of His August Majesty and as the office and residence of most of the Imperial Delegates. Within this complicated complex almost everything that a prince could want can be found. The pure splendor was already tempered by the softer touches of living, as the Rhenish Wittelsbachs have taken up the residence few years ago. This mentality still resides after many years, and the warmth of the Greif still runs through the hallways. However, from the vibrant Italy, and the west of the Empire comes a new age of art and science which will be included, with time, to the castle.

The old furniture from the Diet of Frankfurt have been moved to the new halls in Nurnberg. For some delegates, who have known more than three Emperors up to now, the importance of their old chair is sacred. For the younger representatives, new furniture is being brought directly from Nurnberg.
During the day the Singer's Hall serves the Imperial Government as the Reichstag assembly chamber, however, during the evening it is often where the Emperor chooses to hold banquets and entertainment for the princes and their delegations. The contreversial Guillaume Dufay has been invited to celebrate the new era of the castle, and the Empire overall!

Exquisitely done in imitation of the palaces of the Constantinople, the ruins of which were studied by Frankish artists during the crusade to push back the Infidel, the throne room is resplendant with gold leaf and Greek mural work. Only used when the Emperor is hearing petitions or during emergency sessions of the Reichstag, the ornate throne is usually kept in storage.

The Athenaeum, or library, is where the late Emperor Erich could be found relaxing most of the time from his work, was currently acquired by the Emperor Joachim of the Greif. Almost unused during his reing, Joachim left the study intact, so that today, Frederich feels at home in the office of his father.

Frederick only added one item to the library up to now, and that is part of a Bible, made on a machine from a man called Gutenberg. Though his machine is not yet complete, the prospect of a Bible that can be read without reading spectacles is a marvel of today's science!

"The Bulla Aurae"

In fulfillment of the Imperial Mandate of King Victor First of the Name and the Imperial Decree of the Reichstag, the Reichskammergericht is hereby brought into being on February 27th in the Year of Our Lord Fourteen Twenty-Six, to serve as the highest court of justice in the Empire. In accordance with the Imperial Mandate of Emperor Erich First of the Name, this new amended charter is brought into being.

Pares Primus:

Jurisdiction - The Reichskammergericht shall hold jurisdiction over any and all Imperial citizens, lands, and properties, unless protected by rights and privileges hitherto enumerated.

The jurisdiction of the Reichskammergericht does not extend to the subjects, lands, and properties of the Prince-Electors, unless a particular title should be unoccupied. The Prince-Electors themselves and their family shall be considered within the jurisdiction of the Reichskammergericht. Should a Prince-Elector desire, he may convey a case to the Reichskammergericht from his jurisdiction, but must accept the ruling of this court in such a case. The Reichskammergericht may only hear cases of local principal law if it is decided that such cases extend beyond the jurisdiction of the principality.

Criminal Cases - The Reichskammergericht shall be the sole court through which the Empire may try Imperial citizens for violation of Imperial Law. In cases where a violation of the local laws of an Imperial principality, supercedes the boundaries of said principality, the Reichskammergericht may take up the case. In criminal cases, the Empire shall act as prosecutor, though this responsibility may be delegated to an Imperial prince or his duly appointed representative.

Civil Cases - In circumstances where no Imperial law is violated, but the principal judicial systems lack the jurisdiction to hear the case, the Reichskammergericht may hear the case as a civil one. Such cases include but are not limited to violations of contracts, border disputes, inheritance disputes, and others that overlap principal jurisdiction.

Imperial Law - Imperial Law shall be known as the body of laws, agreements, decrees, rights, customs, and traditions that compose the Empire. Some incomplete examples of Imperial Law are: Bulla Aurae, Past Decrees of the Reichstag, Past Imperial Mandates, Past Verdicts and Sentences of the Reichskammergericht, Salic Law, and others.

Pares Secundus:

Composition and Appointment - The Reichskammergericht shall be composed of four judges from the ranks of good Catholic Imperial citizens. The first and foremost judge shall be the Richter-Kurfurstrepresentative of the Kurfursten; this title shall be held in perpetuum by the Counts Palatine of the Rhine as is their right guaranteed in the Bulla Aurae, he may however delegate this role to another in his stead. Three other judges shall be chosen by the Richter-Kurfurst to represent the Kingdoms of Germania, Italia, and Gaullia. After nomination, these three would be Richters will then be subject to review by the Reichstag for a period of one month(2 RL Days). If a majority of the Imperial delegates reject the nomination, the Richter-Kurfurst may then nominate twice again subject to the same process of review. Should all three nominations be rejected it is the duty of the Emperor to appoint some Imperial citizen to the vacant Richtership.

Indictment - The Reichskammergericht may indict any Imperial citizen within its jurisdiction. An indictment may be overturned should any of the Richters, the Emperor and a third of the Kurfursten, or two-thirds of the Kurfursten, object to the indictment. An overturned indictment may be reissued with a mandate from the Emperor, or a majority either of the Kurfursten or the Reichstag.

Subpoena - Any and all Imperial citizens may be subpoenaed by the Reichskammergericht. Those under indicted by the court may and often are summoned before the court; however it is the power of the court to allow representatives both of those indicted and subpoenaed to be sent in their stead.

Verdict - The determination of the verdict of a case shall be carried out in the following manner. Each of the four Richters will cast a single vote in favor of guilt or innocence. A simple majority is all that is required to determine the will of the court. Should a majority not be reached, it is the duty of the Richter-Kurfurst to break any ties.

Sentencing - As only the Kurfursten may depose the King of the Romans, the sentence in all cases will be determined by the Richter-Kurfurst, with the assistances of the other three Richters.

Pares Tertius:

Extraordinary Circumstances - Should a Richter be indicted, he will cease to serve in his position as Richter until the cessation of his indictment or the completion of the trial. During his absence, the Emperor will serve as Richter until another Richter is chosen. Should multiple Richters be indicted or the Emperor be unable to serve on the Reichskammergericht the case will be heard and decided by the Reichstag followed by sentencing by the Kurfursten. Should the Richter-Kurfurst be indicted or unable to serve, the sentence shall be determined by the Kurfursten.

Retrial - A retrial may be granted by an Imperial Mandate, two-thirds of the Reichstag or Kurfursten, in favor of such an action. The retrial shall follow the procedures outlined above for a standard trial. Should a second retrial be sought, an Imperial Mandate together with two-thirds of the Imperial Diet, may grant it. The second retrial will be heard before the Reichstag and sentenced by the Kurfursten.

Pares Quartus:

Appellate Courts - Each Richter shall serve as sole judge of an appellate court to the Reichskammergericht. The Richter von Germania shall oversee the district of Germania, as the Richter von Gaullia, Gaullia, and the Richter von Italia, Italia. The Richter-Kurfurst alone shall have jurisdiction over the Prince-Electors, whose lands will not be considered part of the the other judicial districts. These courts shall remain forever subordinate to the will of the Reichskammergericht.

South Germany - The Richter von Sudd Germania shall oversee the administration of a court appellate to the court of Germania, including the lands once included within Franconia, Swabia, and Bavaria. The Richter von Sudd Germania shall not serve on the Reichskammergericht.

Appeals - Any decision handed down by an appellate court may be appealed to a superior court. The Reichskammergericht's decision however may only be appealed with a direct petition to the Emperor.

Secretariats - Secretariats may be created to advise the Reichskammergericht during trials. Their right to speak during trials shall not be abridged except in the most extraoridinary of circumstances.

Imperial Commerce Commission

Prima - In the Year of Our Lord Fourteen Twenty-Nine, in fulfillment of the Imperial Mandate of His August Imperial Majesty, Erich, First of the Name, a commission henceforth known as the Imperial Commerce Commission is hereby established to oversee all trade and commerce between and among the Imperial states and their subjects.

Secunda - The Imperial Commerce Commission shall be supervised by the Imperial High Treasurer, appointed by the Emperor. His duty shall be to establish rates of exchange throughout the Empire and to negotiate further trade agreements with extra-Imperial states regarding further trade.

Tertia - Currency throughout the Empire shall be standardized to the Imperial Solidus over a period of one quarter century. Mints shall be maintained by the Imperial Princes and shall be regulated by the Commission.

Quarta - All Imperial Princes are guranteed a base tariff of one twentieth on all goods entering and leaving their dominions. The Princes may waive this right, and the Commission may increase the rate of this tariff.

Quinta - In conjunction with the Emperor, the Imperial Commerce Commission may embargo extra-Imperial nations. No embargoes may be placed on loyal Imperial nations, however. Loyalty remains at the discretion of the Emperor.

The Martial Bull

Prima - In the Year of Our Lord MCDXXX, with the consultation of the Most August Reichstag, His Most Serene and Pacific Majesty, Erich, First of the Name, Emperor of Humanity, hereby enacts this Martial Bull as the Law of the Empire.

Secunda - Henceforth never shall an unjust state of war exist between the loyal states of the Empire. Never again shall Imperial Princes breach the Emperor's Peace and violate the sovereign boundaries of the Imperial States without a legitimate cause of war confirmed by the Emperor or his superior the Pope.

The Emperor, or in his absence his duly appointed Steward or Imperial Feldmarshal, has the right to declare any war between Imperial states unjust. Should a war be declared unjust the agressor state must sue for peace within three months or they will have to face the severe consequences including renouncing all rights, honors, privileges, titles, etc. once held by the state, its princes, or its ruling house.

Tertia - The Abgage Kaiserlich is henceforth created as an Imperial Levy, during times of Weltkrieg Kaiserlich or Imperial War. Should the Emperor in conjunction with the Reichstag issue a declaration of Imperial War, either in defense of the Empire proper or in defense of her external interests, all Princes of the Empire shall either join the war and send:

- at least a thousand knights and foot soliders (1LM) or make a payment of one thousand Imperial solidi (1 econ),
- or at least two thousand (2LM) knights and foot soldiers or payment of two thousand Imperial solidi (2 econ), should the state be larger then two provinces but smaller than seven,
- or at least three thousand (3LM) knights and foot soldiers or a payment of three thousand Imperial solidi (3 econ), should the state be larger then six provinces,

toward the war effort under the direction of the Imperial Feldmarshal, acting on behalf of His August Imperial Majesty. Payments shall be spread over the participants in the war, most notably the Imperial Feldmarshal, the Lords of the East and Western Marches, the Grand Admirals of the North and South and Imperial Generals.

However, should a state supplied with legitimate reason, recognized by the Emperor and majority of the Reichstag, or the Imperial Feldmarshal or Steward in the Emperor's absense, that he cannot anyhow support the war effort such state can be excluded from the Abgage Kaiserlich. Should such state not receive such recognition, severe consequences not limited to the demotion, removal of titles, rights, privileges, et cetera.

Quarta - Henceforth all conflicts between Imperial States that cannot be handled through normal interstate diplomacy shall be resolved by the Reichskammergericht or petition to the Emperor. Should the nature of the offense be such that it cannot be resolved by the Lex Imperii, notably slights of honor and insults, those in conflict may engage in a duel, preferably via champions on a Tourney field, provided that they follow the regulations that shall be ennumerated in future Lex Imperii. Should such a duel would be inadequate a state of war could exist between two imperial states providing that they receive the sanction mentioned in Pares Secunda.

Quinta - The Princes of the Empire guarantee free passage for all troops of all loyal Imperial Princes through their lands. This right of universal passage may be removed from a Imperial Prince upon his rebellion against the Empire, or as part of a temporary punishment.

The Emperor or the Imperial Feldmarshal acting for His August Imperial Majesty may grant this right of universal passage to foreign Catholic princes on a temporary basis and subject to the review of the Emperor. All Imperial Princes further take an oath to forbid their soldiers from damaging in any way the lands or peoples of those lawful Imperial States they are passing through.

Sexta -Concerning the Imperial Feldmarshal-

With accordance with above-mentioned Martial Bull and Appendix I the position and title of Imperial Feldmarshal is hereby created.

The Imperial Feldmarshal shall be appointed solely by the Emperor as his director of all martial affairs in the Empire, and shall upon the acceptance of his commission swear an oath of loyalty and allegiance to the Emperor and Empire before the Reichstag.

Only from the loyal subjects of the Empire may the Imperial Feldmarshal be chosen, and only he may carry the Imperial Standard into war, unless he should delegate this duty to another. He bears the title of the Bearer of the Imperial War Flag

During times of Weltkrieg Kaiserlich, his authority in military matters is second only to that of the Emperor himself and he shall receive utmost compliance in the swift execution of the Imperial War.

He is the supreme military leader of Imperial Army during the time of peace and war. With accordance with the Emperor and His Generals, he is the one who is responsible for final decision pending the moves of the army, their supplies, relocation etc. etc.

He has the right to appoint Imperial Generals, in consulation with the Emperor, who will serve under the Imperial Feldmarshals command in the Imperial Army

He shall be the leader of the Kaiserschwerter or Imperial Guard and a title of Schwertermeister will be reserved for him. However, under his command will be the Kaiserschwerter Captains who will be directly responsible for leading the Kaiserschwerter in his absence. The Kaiserschwerter shall be an elite military guard composed of young noblemen of the highest calibre and shall swear a sacred oath to defend the Emperor and the Imperial House with their lives.

Following talks with your most esteemed Treaties-Juggler extraordinairre behind the scenes, it turns out there's some confusion about where the HRE Martial Bull, and the game mechanical effects it has, start and end.

First things first - ultimately, it's just another treaty. Like all the rest, it has no direct game mechanical effects. I've included the snippet that's caused the problems at the bottom for your reading pleasure.

Never mind what the snags were, here are the solutions we're implementing to them that you need to know about. You have until the turn deadline - Sat/Sun 14th/15th of September - to get any concerns you have about them to me via PM and not on the forum. After that, it's too late, at least for this turn and until a future review.

Here we go, this is the important bit:

* As of now, it is assumed that all Imperial realms - the ones in BRONZE on the map below - NPC or played, grant all other Imperial realms Right of Passage and wish to continue doing so.

Any Imperial player has the right to deny any other Imperial realm, NPC or PC, Right of Passage at any time. I recommend players who wish to exclude certain realms do so NOW!! before the end of the turn.

* As per RPG policy, when an NPC Imperial realm becomes played again, all its former RoP agreements, as well as all its other game-mechanical agreements are made null and void by default. This means that realm's player will need to sign the Martial Bull again by posting confirmation in the Nat Stats thread. How they are convinced to do so is up to the HREmperor and his government.

* The HREmperor has no game-mechanical powers to enforce the Bull and neither will the game's system do so directly. However, the HREmperor's power and influence may be backed up via the events system, should players defy the Emperor's will. It is recommended to HRE players that they follow the Emperor's wishes in order for a peaceful, long-lived game.

Origins

The Holy Roman Empire was a successor state to the empire founded in 800 by Charlemagne, who revived the title of Roman Emperor in the West. According to Carolingian theory, the Roman Empire had merely been suspended, not ended, by the abdication of the last Roman emperor in 476. In 800, Pope Leo III crowned Charlemagne Roman emperor, probably perceived more as a personal title than as a reference to a particular territorial rule. From the death of Arnulf (899), the last Carolingian to hold the imperial title, until Otto’s coronation in Rome by Pope John XII, various rulers bore the imperial title but exercised no authority; among them were Louis III, king of Provence, and Berengar I, king of Italy.

Nature of the Empire

From the time of Otto’s reign the imperial office was based on the German kingship. The German king, elected by the German princes, automatically sought imperial coronation by the pope. After 1045 a king who was not yet crowned emperor was known as king of the Romans, a title that asserted his right to the imperial throne and implied that he was emperor-designate. Not every German king became emperor, however, because the popes, especially when elections to the kingships were disputed, often claimed that the selection of the emperor was their prerogative. Despite the fact that the German kingship and the imperial office were technically elective, they tended to become hereditary.

At times the electors, the German princes who approved the succession to the German kingship, exercised real authority in choosing the king, although papal confirmation was still necessary for accession to the imperial throne. In 1338 at the diets of Rhense and Frankfurt the German princes proclaimed the electors’ right to choose the emperor without papal intervention. The Golden Bull of 1356 issued by Charles IV reaffirmed this and regulated the election procedure. Emperors continued to be crowned by the pope until after the coronation (1530) of Charles V. Thereafter, following the precedent (1508) of Maximilian I, they were crowned at Frankfurt. Several early emperors were also crowned king of Italy with the iron crown of the Lombards. After 1438 the imperial office was held, with one exception, by the house of Hapsburg.

The empire was justified by the claim that, just as the pope was the vicar of God on earth in spiritual matters, so the emperor was God’s temporal vicar; hence he claimed to be the supreme temporal ruler of Christendom. Actually, the power of the emperor never equaled his pretensions. Although the emperors were accorded diplomatic precedence over other rulers, their suzerainty early ceased over France, S Italy, Denmark, Poland, and Hungary; and their control over England, Sweden, and Spain was never more than nominal. The authority of the emperors in Italy and Germany was sometimes nonexistent, sometimes real.

The territorial limits of the empire varied, but it generally included Germany, Austria, Bohemia and Moravia, parts of N Italy, present-day Belgium, and, until 1648, the Netherlands and Switzerland. Some countries (e.g., Hungary) were ruled by the emperor or imperial prince but were outside the empire, while others (e.g., Flanders, Pomerania, Schleswig, and Holstein) were part of the empire but were ruled by foreign princes who held their lands in fief from the emperor and took part in the imperial diet.

History: Conflict with the Pope and the Italians
When Otto I became emperor, he renewed the traditions of the Carolingian empire that had been eroding for decades before Arnulf’s death. Otto’s empire comprised the German duchies, Lorraine (or Lotharingia), Italy, and Burgundy, which had its own nominal king. Burgundy (see Arles, kingdom of) was formally annexed in 1033.

The imperial position, however, was precarious from the start. A conflict over the relationship between the papacy and the imperial throne resulted in the investiture controversy during the reign of Henry IV (1084–1105), who appointed bishops to three sees already under the direction of papal appointees. He was also suspected of tolerating simony and other practices that the pope was trying to curb. In 1076, Henry IV withdrew his obedience to Pope Gregory VII and was excommunicated. Subsequent struggles between the popes Alexander III, Gregory IX, and Innocent IV and the emperors Frederick I and Frederick II concerned papal sovereignty in Italy. The papacy was victorious, and the emperors ceased to interfere seriously with papal affairs except during the Great Schism of the 15th cent. and in the Italian Wars of the 16th cent.

Also untenable was the dual position of the emperors as rulers of Germany and of Italy; geography as well as cultural and political conditions separated the two countries. The defense of the empire against foreign attack was made more difficult by the repeated attempts of the emperors to maintain their authority in Italy against the opposition of the city-states, the papacy, and the petty princes. Frederick I failed to suppress the Lombard League, which had papal support. Frederick II, after inheriting Naples and Sicily, was primarily interested in Italian affairs; his conflict with the papacy produced the feud between Guelphs and Ghibellines throughout Italy and ruined the imperial authority there.

Conflict in Germany
The death (1254) of Conrad IV, the last ruling Hohenstaufen, was followed by an interregnum of 19 years. Opposing claimants to the imperial crown were unable to exercise authority during this period, and the power of the emperor declined considerably. The election (1273) of Rudolf I as the first Hapsburg German king restored some order, but after his death rival claimants renewed the strife. The effect of continued warfare and weak monarchs increased the power of the German princes, particularly the dukes of the great duchies of Bavaria, Saxony, Swabia, Franconia, Thuringia, and Upper and Lower Lorraine. The Golden Bull of 1356 conceded the princes’ dominance over the monarchy.

The emperors maintained some authority against the nobles with the support of the towns and of the great ecclesiastical princes (e.g., the archbishop-electors of Cologne, Mainz, and Trier), who were imperial appointees. As the German towns grew in wealth and power, they entered leagues for defense against the nobles. Since they acted as a counterbalance to the nobility, they were generally favored by the emperors, who made them free imperial cities with a voice in the diet. The power of the emperors, however, had come to depend largely on the size and wealth of the emperors’ hereditary domains. Thus, the Luxemburg emperors (Henry VII, Charles IV, Wenceslaus, and Sigismund) and the Hapsburg emperors concerned themselves with their own lands to the detriment of the unity of the empire.

The footsteps echoed through the hallways of the small mansion in Frankfurt. The man ran up the stairs, turned right, and them moved toward the last room on the left. There, he paused. As a messenger, he knew the significance of the news.

He looked behind them. The small adjacent room was busy with courtiers and members of the electoral suite. Frederick von Wittelsbach, in a surprising move, had decided to let them go a few moments before the last rounds of talk and the final votes.

A few stayed, obviously, but most went back to the mansion.

The men and women in the small room looked back at the messenger who had arrived. The messenger turned around. He couldn't betray the message he had before delivering it to it recipient.

He knocked on the door, and Éléanore opened.

"Your Majesty..."

Éléanore smiled. She had awaited the news for a few hours now.

"I have been asked by your husband to deliver this message to the Lothair, Count of Wurtemberg."

Éléanore laughed silently.

"Of course. But his Lordship is sleeping... He had a rough day, and woke up early... too early this morning."

Outside the bells of Frankfurt began to ring. The Cathedral started the announcement, and then the other churches joined in. In the back of the room, a small figure stood up slowly, and came to the door.

"Mama... I hear the bells."

Lothair looked at the man at the door, and felt suddenly shy.

"Lothair, this man is here to see you."

With a majestic grace, the 4 year old boy smiled.

"Well, if the bells are ringing and the messenger is here, it is because the lectors have lected a new Emporor." he said confidently, rolling his "r" as if he had had to repeat the sentence over and over again.

"So, mister messenger. I might receive the news."

The messenger began.

"Your Lordship, it is with great honour that I announce to you the election of His Imperial Majesty Frederick von Wittelsbach as King of the Romans and Emperor of Humanity."

Éléanore let out a small scream of joy, while ran accross the room to wake up his sisters and brothers.

"Wake up! Wake up! You all, wake up because dad is the Emporor. The lectors chose him and he... he... " Lothair said, jumping around.

Sophia first woke up. Like her mother, she looked fragile, and yet motherly at the same time. "Lothair, stop this at once. We don't want to wake up the babies.". She was mimicking her mother in everyway. Anton, as always, was difficult to wake up, and simply turned around.

Julianna woke up at the same time as Sophia, and sat silently in her bed, looking at Sophia running around to stop Lothair from waking up everyone. All the noise woke young Rupretch, who began to cry.

Ulrich, unable to find sleep, what in his mother's arms. He was, after all, just a few months old, and had his own sleeping hours.

Lothair finally stopped.

"Oh! Mom... hummm... oh! Can, will I see the crown of the Emporor? Can I... hmmm, touch it to know if it's made with the iron Bombard!"

"It's the iron crown of the LOMBARD, Lothair, and no, that is not the crown your father will be wearing. It's the crown of Charlemagne." said Éléanore.

"Yes, you idiot, it not the crown of the Lombard" added Sophia.

"Ah ha!" Lothair shouted, pointing to Sophia, and ran off. Sophia rolled her eyes in disapproval of her brother.

The messenger, dizzied by the actions taking place in the small room, looked back at Éléanore."His Most August Imperial Majesty is waiting for you in the Cathedral, your Majesty."

Éléanore starred at one man in the room behind the messenger, and nodded. The sign meant everything had gone according to plan, and that Frederick had been elected.

The courtiers shouted, and many ran down the stairs to get out in the streets. Their role had suddenly changed. Being part of the electoral suite, they had been talking to FRederick, and were had a priviledged access to the Emperor. These men would become very important in the days to come.

The noise made by the running children, and then the courtiers in the stairs also woke up a number Eva Maria. She had not slept well, and had reverted to playing her maurache, as always. She had finished a bottle of wine on her own before going to sleep. In this regard, she was like Binchois and Dufray, who were used to ad-lib all night long with a few ounce of liquor. Being a woman, her musical talent were not recognised, but for the two composers and masters, she was still a marvel of her time, and they still enjoyed playing with her.

But that night, she had played alone. The nights had been like that for quite some time now. She had been feeling alone every since her mariage to the Gelrean was dropped. Since then, she had hoped to go to Africa, and was denied because of the tensions in the Mediterranean. No special bond materialised between her and Éléanore, and her mother, Eleanora, had somehow adopted one of the von Adler daughter to run the sterwardship of the Count's domains. So in the end, except for the few musician travellers coming her way, and the visit from the two composers, she had few visit.

And yet her envy for romance, pure love as she called it, was still very present. She composed songs of love, chivalry, and hope. But always, they ended up with some sadness.

Opening the door of her room, she saw Éléanore, smiling and holding Lothair near her. "Well well, good job Fred..." she said to herself. Éléanore went back inside her room with Lothair, and some more shouting could be heard. The kids were definitely excited.

A small hand grabbed the side of the door in Éléanore's room. Julianna, with her round face, pink cheeks and red hair, came out of the room, walking slowly. She saw Eva Maria and smiled, putting her left hand in her mouth. She looked at her foot, and keeping the other hand on the wall, she slowly walked up to Eva Maria's room.

"Hello, Julianna... I see the wind of change made your hair curly this morning." Eva Maria told the young girl. Julianna smiled, but didn't quite understand what Eva Maria just said. Eva Maria wasn't quite at ease with children, but Julianna had been very quiet. She never really cried, almost never talked. She liked to sit and look at people. And she liked to listen to Eva Maria's music.

"I guess your mother and father will be very busy from now on. So it will be just you and me.". Julianna stepped forward, climbed in Eva Maria's bed, sat quietly and smilled. "You want me to play some music for you?" The young girl smilled again and nodded. "All right."

Éléanore shouted to the nanny a few more instructions before going down the stairs. "And don't let them make a mess!" Her mother instinct made her look in Eva Maria's room. "Eva, you can manage Julianna?". Julianna didn't look at her mother and continued to observe Eva Maria playing. Éléanore felt she hadn't been listened to, and figured Julianna looked all right. She turned around and left. Eva Maria smilled back to Julianna.

When Éléanore arrived to the Cathedral, she was greeted by a full regiment of gards. "Can't enter, madam, the coronation ceremony is under way as we speak."

Dietrich von Dassel watched from a distance the situation, and enjoyed thoroughly seeing Éléanore argue her status with the guards. He finally intervened, when he grew tired of seeing both argue.

He bowed deeply.

"Your Most August Imperial Majesty, My Queen!" Dietrich said.

Accompanied by 10 men at arms, Éléanore thus entered the cathedral, as Frederick, wearing a many pieces of jewelry and clothing, all more significant than the other, had already been coronated and recognised by the Archbiship of Mayence. The guards moved quickly in front of Éléanore, in two seperate lines, and the electors did the same. Éléanore, unfamilliar with the ceremony, walked slowly forward and blushed. She joined Frederick near the autel.

"Kneel..." Frederick whispered to Éléanore.

She looked puzzled but did as ordered.

"Éléanore du Berry-Wittelsbach, through the powers that have been invested in me by the Prince Electors of the Empire, I name you "Queen of the Romans""

As he said this, he laid a small metalic crown on Éléanore's head. The crown fitted perfectly, and gave her a majestic she had not felt since her coronation as Queen of Lotharingia a long time ago.

"Stand up, my Queen." Frederick asked. "Accompany me to Pragues. There, I will be coronated officially by the Pope."

Éléanore nodded.

"But if you're not in Nurnberg, who will manage things during your absence?"

Frederick smiled. "Well, I was thinking that von Lothringen... Peter, that is, could easily manage this."

Hearing the name of Lothringen, Éléanore shivered.

A letter arrives from Barcelona, addressed to the Holy Roman Emperor, and to the Princes of the Empire. One copy arrives in the Diet, and the most powerful of the Imperial Princes recieve a copy.

"Unto His Most Holy and Apostolic Majesty, Frederick, Emperor-Elect, King of the Romans, of Germany and of Italy, Elector of the Holy Roman Empire, Archduke of Austria, Count-Palatine of the Rhine, And Prince of Many other Lands Besides, and Unto the Princes of the Holy Roman Empire,

Troubling times are at hand for the Cause of Christ. The Kingdom of Aragon, prostrated by a Usurper that illegally and unlawfully seized power in the Kingdom, interested more in partaking of the harlots of Barcelona than of bathing his sword in the blood of Muselmen. However, those sad and hateful times have finally drawn to a close, and the true heir to the Kingdoms of Aragon, Valencia, and Mallorca, Myself, has been Legally and Lawfully, by the Laws of the Kingdoms, Crowned. Now, I have taken the Cross, and fully intend to begin a new Reconquistada, Reconquest, of the lands seized by the Muselman during the sloth of Constantine the Usurper.

Your Majesty, Princes of the Empire, I remind you of your Christian Duty, to uphold the Cause of Christ and the end the threat of the Mohametan from Christian lands, now, and forevermore. When the Mohametan threated the City of Venice, your Fathers, and quite a few of your Distinguished number took the Cross, and entirely expelled the Turk and Muselman from Europe. King Frederick, Princes of the Empire, the Holy Roman Empire has been, since its birth, known for its glorious wars against the Pagan, against the Infidel, against the Muselman, against all who threaten the Church and the Empire. Shall you sit in your Castles in Germany and Italy, while Christian city after Christian city is overrun?

Yes, the Empire is far from the Kingdom of Aragon. However, King Frederick, Princes of the Empire, consider these words, for I speak nothing but the truth, and am interested only in preserving the Cause of Christ: the Kingdom of Aragon has, ever since the collapse of the Greek Empire, served as the bulwark against the Mohametan in the Mediterrean. Constantinople and all Romania has fallen, swept aside by the Turk. What shall happen if Barcelona and the Kingdom of Aragon will fall? Shall Palermo, and the young and inexperienced King of Sicily, plagued by poverty and strife among peasants and nobility, somehow rally a prostrated Kingdom? Shall the King of Naples, more interested in fantastic claims than in Christ, use his vast resources to hold back the Muselman? The King of Castile, having to deal with the unruly Cortes of his Kingdom?

No, my friends, if the Kingdom of Aragon were to be crushed, noone shall rise to defend Rome itself from the Mohametan. I urge you, the Princes of the Holy Roman Empire, to take up the cross, and journey to Aragon to fight the Mohametan, or at the least, to loan monies to my coffers, so that I may train and equip my own armies and navies to war against these Devils. Fight for the Glory of Christ, or for your own Glory. However, be assured: with the armies and men of the Holy Roman Empire engaged in war against the Mohametan, then how can the armies of Christ be defeated? The Muselmen will tremble and flee, just as their fathers trembled and died at the hands of your fathers, not twenty years past.

And you, King Frederick, Emperor-Elect, Most Fair, Sword of Christ: You are the heir and ruler to the Greatest Empire, even, I dare say, Greater than the Roman Empire of Antiquity, for the Rome of old was pagan and corrupt: you rule over a Christian Empire, uncorrupted by the greed of men or of Satan. Just as the Emperors of Old took the battles to the Mohametan, so I urge you, one King to another, one Christian to another, to do as your predecessors did, not least among them Frederick Barbarossa the Crusader, or Joachim the Powerful, and lead your Empire and it's Princes to Glory personally. For what greater joy can be derived, than joy derived from serving God?

Johann then steps back and sits down in seat reserved for Mainz.

Peter von Lothringen was already tired. The Diet had not started yet, but he could feel the heavy burden of his new role as Vice Chancellor of the Diet.

Coming from the House von Lothringen, times had not been easy. The conquest of Lorraine by the Burgundians had meant the downfall of many houses of the Empire, amongst which the German von Lothringen. For the Duchy of Lorraine, they were part of the militaristic german faction, and under Burgundian rule, anything remotely German in origin had been asked to stay quiet. Unable to stay quiet, the members of the House von Lothringen had pulled strings within the Empire, and bought some domains in the neighboring lands of the Count Palatine of the Rhine. There, they figured, the Burgundians wouldn't dare conquer, and so they were relatively safe to exercise political power.

Only true a strange twist of fate had the von Lothringen become favored by Emperor Erich von Wittelsbach, and now Peter, head of the House, had been nominated to be Vice Chancellor of the Diet.

Entering the Diet that morning, von Lothringen look with disdain at the assembly. Already, people were yelling and arguing, and order was needed. Some delegates were indeed important people. Notably, the representatives of the high monarchies, and of the Prince Electors were being particularly noted. However, the Free Cities, as well as the northern realms seemed to have a tendancy to send wealthy merchants, and that disgusted the Vice Chancellor.

"Please... PLEASE... my fellow delegates of the Diet.... Please quiet down... Let this session begin with... "

The doors of the Diet opened, and the delegation from Mainz entered. The delegation asked to recognize Johann Whittsen as the speaker from Mainz.

"Very well, Herr Whittsen, please, be seated... Is there any particular subject you would like to bring to the agenda?"

Von Lothringen smiled.

"The Ecclesiastical Powers of the Empire still hold Constantinople in their heart, that can be understood. However we would love to help the citizens of this Eastern Jewel, earthly matters must be considered. The last time the Emperor asked the Diet taxes and levy for a new Imperial Army to liberate Constantinople, the Emperor received enough money to gather less than a local militia! Did anything change the minds of the Diet regarding the importance of Constantinople?"

He looked at the representative of Mainz, and could see that many members of the Diet looked elsewhere, as if Constantinople wasn't their concerns.

"As for if the Ecclesiastical Power of Mainz can do something for the Emperor, I guess I will need to ask him directly, but for now, we need to invest in peace, trade, and architecture!"

With a faint smile, he added "Perhaps that will interest the Diet a little bit more..."

The Empire without Emperor!

The Holy Roman Empire is in decline. Since the death of Joachim of the Greif, and the election of Frederick von Wittelsbach, few states have even bothered to send delegates to Nurnberg to reswear their oath of loyalty to the new Emperor. What was seen as a sign of strength, that Frederick was elected without opposing candidates, is now recogniced as the first symptom of a dying Empire. No man, except for the descedant of Erich Lawgiver, believed enough in either ideal or power to seek the position.

In addition to this, it has been a long time since a crowned Emperor sat on the throne of Charlemagne. Controversies between the Spiritual and the Temporal arm of Christ have meant that none of the last four Emperors were crowned by the Pope. And with Imperial organizations such as the Imperial Commerce Commission and the Reichskammergericht failing to defend their rights, even these last bastions of a unified Empire are falling apart.

What is needed for the Empire to survive is interest, plain and simple. The Elector-princes have to rise to the demands their positions of power place on them, and the multitude of nations making up the Empire have to show their dedication to the ideal.
Having failed to achieve this, an awakening of his ancestors ideals, Frederick von Wittelsbach accepts that he is without power. Not wishing to tear the Empire apart by forcing his will upon the German, Italian and Gallian nations, he surrenders the Imperial purple, untill a time where his subjects are willing to recognise him as their Emperor.



RESULT:
Frederick von Wittelsbach is no longer Holy Roman Emperor. The position is now vacant.
Imperial elections will be held when 4 of the seven electors are played, at the earliest.
Untill then, the Holy Roman Empire is without Emperor.

In the quiet halls of the Reichstag, Ondrej Rozmberk overlooked the nearly empty assembly. Most delegates kept pages or low-ranking courtiers on the off-chance that the Messiah would appear in Nuremberg, or, less likely, the Imperial government would function again. Regardless of the unimportance of his audience, he still felt as proud and dignified as he did before King and Pontiff. This was a hall of princes, archbishops, kings and emperors. Nothing could detract from that glory, not even the absence of all the above. This would be his hour of glory.

He had the long-windedness to talk for an entire hour, too.

The beady eyed Bavarian representative, one of the very few actual delegates that had stayed (mostly because his manor was only a day's ride away) rose, rubbing his eyes.

"Here, here good sir, here, here! All men that are here should acclaim this long overdue proclaimation. Perhaps now the usurper and his regicides wll see that the tide is full turned against them, eventhough the Empire remains without an Emperor. Good sir, I am not even sure there is any one else to vote either way on this, but you have Bavaria's full support."

The man returned to his seat, think to get a bit more of a nap before the end of the session this day.
