Wasn't it that both countries had to be NPC for a treaty to be cancelled?
Aragon never went NPC, as Praetor was just moved from Sicily to Aragon as a stand in...

To answer your question, it is my understanding that any new player to a nation is under no obligation to abide by past treaties.
My guess is that 'substitute' players would not count, but permanent transfers would.
