It seems a bit unfair that there *is* a way to raise technology - which ought to be very hard - but not morale. Armies that are consistently victorious should gain morale while those that keep losing should lose some beyond a single war.

Mameluks had 15 provinces which = 5 landmil, they now have 14 which = 4.
Crimea had 2 provinces which was = 1 landmil, they now have 3 which = 2.
