The Duke: Jean de Clermont of the reknowned de Clermont family in Caux has recently been appointed Duke after the successful peaceful overthrow of the previous Duke, Edward II. The Duke is incredibly keen, a diplomat and statesman by nature with a personality of intense micromanagement. Often given to spontaneous events and unpredictable sudden changes in national or international policy, the Duke has managed to charm both the nobility and the commoners of Normandy whilst keeping them always on their toes and uncertain.

The Duchess: Marie Adelai de Richemont was offered to the Duke by then Constable de Richemont to solidify the transfer of leadership and the ducal ring from one family to another. She is a shrewd wife, and unlike most of her type, utilizes the power granted to her. She can typically be found plotting and debating with the Cardinal and Bishops over religious matters and attending personally to the economics of luxury items and their trade in her country.

The Military: Constable de Richemont gave over the Duchy to Jean de Clermont on stipulation that he continue to lead the military personally, and thus has done so effectively with accuracy and expertise.

The Nobility: The noble families of the state of Normandy all maintain a constant prescence in the Court of the Duke. They loan to him whatever support they may draw upon, and feverishly anticipate the rewards thereof. However intrigued and enraptured by his promises of a new future, too many changes in government and heads of state too recently has cast doubts in the minds of the nobles about their fledgling leader.

Other Important People-

Admiral Rollo Plantagenet, Lord of the Norman Fleet: Admiral Plantagenet was chosen from a list of former admirals serving Edward II and was selected due his uncanny ability to win naval engagements constantly, despite superior odds. Plantagenet has a long history with the Constable de Richemont, having dealt closely with him in the defense of the state against foreign aggressors.

Guy du Fitzroy, Noble Lord of Caux and Chief Diplomat: A diplomatic genius surpassing the abilities of even de Clermont at charismatic influence and manipulation, du Fitzoy is the Duke's always-on-call diplomat for matters of diplomacy. du Fitzroy maintains at the Duke's behest, a coaterie of personally trained attache's and diplomats strategically appointed from other notable noble houses in Normandy. These include Roband Ledgard of Flandres and Pierre Jeton of Picardie.

Once in the power of the Capetians, Normandy became an important strategical point in the struggle against the English, masters of Poitou and Guyenne in the south of France. Norman sailors were enrolled by Philip VI of France for a naval campaign against England in 1340 which resulted in the defeat of Ecluse. Under John II the Good, the States of Normandy, angered by the ravages committed by Edward III of England on his landing in the province voted (1348-50) subsidies for the conquest of England. The Valois dynasty was in great danger when Charles the Bad, King of Navarre, who possessed important lands in Normandy, succeeded in 1356 in detaching from John II of France a number of Norman barons. John II appraising the danger came suddenly to Rouen, put several barons to death, and took Charles the Bad prisoner. Shortly afterwards Normandy was one of the provinces of France most faithful to the Dauphin Charles, the future Charles V, and the hope the English entertained in 1359 of seeing Normandy ceded to them by the Preliminaries of London was not ratified by the treaty of Brétigny (1360); Normandy remained French. The victories of Charles V consolidated the prestige of the Valois in this province. In 1386 Normandy furnished 1387 vessels for an expedition against England never executed. In 1418 the campaign of Henry V in Normandy was for a long time paralyzed by the resistance of Rouen, which finally capitulated in 1419, and in 1420 all Normandy became again almost English.

The Duke of Clarence, brother of Henry V of England, was made lieutenant-general in the province. Henry VI and the Duke of Bedford founded a university at Caen which had faculties of canon and civil law, to which Charles VII in 1432 added those of theology, medicine, and arts. This last attempt at English domination in Normandy was marked by the execution at Rouen of Blessed Joan of Arc. English rule, however, was undermined by incessant conspiracies, especially on the part of the people of Rouen, and by revolts in 1435-36. The revolt of Val de Vire is famous and was the origin of an entire ballad literature, called "Vaux de Vire", in which the poet Oliver Basselin excelled. These songs, which later became bacchic or amorous in character, and which subsequently developed into the popular drama known as "Vaudeville", were in the beginning chiefly of an historical nature recounting the invasion of Normandy by the English. Profiting by the public opinion of which the "Vaux de Vire" gave evidence, the Constable de Richemont opposed the English on Norman territory. His long and arduous efforts in 1436 made Normandy once more an autonomous and independant ducal province.

Currently, the independant state is ruled by the Duke Jean de Clermont-Ferrand, who succeeded Edward II of Normandy in a peaceful coup d'etat supported by Constable de Richemont and several notable noble families of Rouen. The de Clermonts now occupy rulership over most every aspect of Norman life, with the exception of religion, wherein the Cardinal of the Diocese of Gallia, situated in Rouen, commands. The Normans are almost entirely Catholic and are highly intollerant of other religious practices.

A man insinuates himself into the recently refurbished hall, impressed by the surroundings. His coat is finely embroidered, bearing a shield design of ermine in the center. His hair is slicked back and the entire body seems to have "rat" written on it. However, the smoothness of movement is more cat-like and muscles can be noticed even on his thin frame. Bowing with great fluidity before the dais, he speaks in a calm monotone

"Greetings and glad tidings to you, your Grace, as you reopen your splendid hall to visitors from other lands. Grateful we, the people of Brittany, are to see our neighbor strong and poised once again. Our two realms, while perhaps rivals in the distant past, grew quite close in the reign of your predecessor. My Duke, the good Jean de Montford, hopes you will see the wisdom of continuing such a course. In pursuance of such, I, Guillame du Trier, have been sent as ambassador to Rouen. We would also be honored to extend the same courtesy should you send an envoy to Nantes."

He bows again and steps back.

I am uncertain if you have as of yet aquainted yourselves with the occurences regarding my predecessor and my rise to power, but I assure you, we have stark differences in international policy. I do however agree to the wisdom in your words that our two nations should continue upon the premise of friendship and close neighbors."

The Duke nods again and then continues.

"I welcome you openly to my court, Guillame du Trier. I accept your invitation to the same in the court of your Duke, Jean de Montfort. I will be sending my ambassador Pierre Jaton to him shortly. Welcome, and please... enjoy the comforts my court has to offer you."

During the procession, the Danish envoy approaches the Duke.

"Your Grace,

I'm quite flattered by the fesitivies here simply in my honor. I'm sure my regent will be most pleased, as well. I shall convey news of such a warm welcome in Normandy back to Copenhagen.

Furthermore, My name is Henrik von Balslev, Marquis of the South of Jutland. I've been appointed as Danish ambassador to Gaul, as these days ample amounts of nobility willing to serve as foreign envoys is in low numbers. My regent finds it disappointing that no longer do you swear your allegiance to the crown of England, yet we have somewhat of an understanding of your sentiments that though Normandy no longer supports England as a vassal; yet she still does support it as a brother in Christ.

Other than this, it appears there is not much of the diplomatic state that I, in the name of Denmark, wish to discuss with your Grace; however, profitable trade agreements between Normandy in Denmark could provide bountiful reaches between our two realms. Your meats are sweet, however how much more would you appreciate them should they be preserved in many salts and spices? I have been informed that a spice trade agreement between Denmark and Aragon is in the works, even so Denmark mantains a small quantity of spices collected in the Sund Due. Normandy's location along the English Channel provides valuable harbor for ships of many merchants. Is there any deal of the sorts of trade which you would like to arrange with Denmark? If not, then perhaps my superior in Copenhagen would have one in mind."

If you cannot spare such as spices or salts in amounts your government would deem worthy of the use of our ports of call for their shipment, perhaps naval supplies of which your nation has an overabundance of, would be in order?"

Greetings to the new Duke of Normandy from the court of His Majesty Louis XI King of France, Head of the house of Valois and Overlord of Provence. We are glad to see that the Duchy of Normandy has once again reopened to the world, and we hope that the Duchy of Normandy and the Kingdom of France will be able to tie bonds of friendship and co-operation.

Any man from the Duchy of Normandy, that come to act as ambassador from the Duchy in France, will be welcomed warmly, and we would be very happy if such an arrangement could be set up.

The man bearing this letter Sir Armand de Eseniter, count d Pallire, is to act as ambassador from France in the noble Duchy of Normandy, should he be accepted. We hope that this will be a good arrangement.

We hope that bonds between our two noble realms will be close and good, and we look forward to seeing a man from your noble Duchy here in Grenoble.

"Sir Armand de Eseniter, Count d Pallire, you are most welcome in this place. I entreat you to make good use of our amenities and luxuries that my court has to offer you. I will dispatch my diplomat Roband Ledgard of Flandres to the court of your lord in Grenoble.

If at any time you wish to engauge in diplomatic discussions in my court here in Rouen, or field a proposal, do not hesitate to do so. I'm heartily looking forward to our future discussions."

The ambassador continued,

"Denmark is a growing trade and maritime power. We now have large supplies of grain, lumber (and thus naval supplies), iron, coal (and other metals), and most of all fish stocked in Copenhagen. We do mantain small supplies of wine, spices, and other valuable goods, though. I suggest that we refrain from signing an official spice agreement until something is worked out with Aragon; though, we can trade it in very small quantities for you and your duchess, and perhaps some other members of your your court. I do value your idea of allowing Denmark ports in Normandy, therefor, I present the following document."

Rouen Agreement

Introduction
This agreement was founded to promote trade between the nations of Normandy and Denmark.

I.
Danish merchants shall treat Norman merchants favorably, as shall Norman merchants for Danish merchants.

II.
Denmark shall be allowed one block of land in the two major ports of Normandy, Normandie and Picardie, for which it can build warehouses to store Danish goods and use as stopping points for Danish merchant ships

III.
Denmark shall give Normandy favoritism over other nations in its most valuable goods, such as spices, unless otherwise arranged.

IV.
To avoid the Sund Due taxes, Normandy will be granted one block of land in Copenhagen to build warehouses in which it can deliver goods to Denmark. If it wishes to trade with nations farther east in the Baltic, Denmark shall manage those goods for simply a 10% toll and return the rest of the profits to Normandy.

The Duke finishes reading the document and shakes his head politely declining.


"It was not my wife and I nor our court for whom I had in mind the excess spicery of the Sund. In such small quantity as you state, I fear we'll have to turn elsewhere for such. However, we would welcome both your iron and lumber as naval supplies, as we have but one navy and seek to increase our naval prowess.

As for the trade agreement, I fear I cannot agree to article four here concerning a 10% levee on shipments east of Copenhagen? Come now, friend. If we can be generous enough to allow a tax-free trafficking through our ports for you, surely you can allow the same for us. Strike that last sentence there and add something about Denmark trading naval supplies to us at a reasonable discount or in goodwill and you'll have yourself a document signed by my hand."

Balslev chuckled and then smiled,

"Your Grace, the Sund Due is quite an able threat. Most who travel through the Sound are taxed extensively, however this is your chance to redeem yourself. Normally, you would suffer some ridiculous sort of tax to travel east to the Baltic, while with this agreement you pay only 10%. Perhaps the spice article could be changed into an article on that of metalworking? The Danish metal supplies grow by the day as more and more ingenius mining methods are being created."

The Duke thought hard before motioning for one of his attendants to bring him a map. Pouring over the map intently as the Danish ambassador looked on, he nodded and began to speak again.


"Very well. You make your point well, my friend. Include four exclusive shipments of your Danish iron and I shall sign this trade agreement post-haste."

"My liege, what can I do for you this day?" Guy du Fitzroy, the noble chief diplomat addresses the Duke seated upon his throne early morning after breakfast. The Duke gracefully picks up a parchment scroll to his right and hands it presently to the eager stocky gentleman before him.

"You can read over this, and then give it to Guillame du Trier of Britanny here in our court if you approve personally of its wording." The Duke leans back and watches as his friend of many years reads the document.


Normandy-Brittany Non-Aggression Pact

The Government of the Ducal Court of Normandy and The Government of the Ducal Court of Brittany

Desirous of bettering the cause of peace between Normandy and Brittany, and proceeding from the fundamental displays of goodwill and friendship betwixt the aforementioned sovereign courts, Normandy and Brittany have reached the following Agreement:

ARTICLE I.
Both High Contracting Parties obligate themselves to desist from any act of violence, any aggressive action, and any attack on each other, either individually or jointly with another Power or Powers.

ARTICLE II.
Should one of the High Contracting Parties become the object of belligerent action by a third Power, the other High Contracting Party shall in no manner lend its support to this third Power.

ARTICLE III.
The Ducal Courts of the two High Contracting Parties shall in the future maintain continual contact with one another for the purposes of consultation in order to exchange information on problems which may affect their common interests.

ARTICLE IV.
Should disputes or conflicts arise between the High Contracting Parties over problems of one kind or another, both parties shall settles these disputes or conflicts exclusively through friendly exchange of opinion or, if necessary, through the establishment of arbitration commissions to the satisfaction of both parties.

ARTICLE V.
The present Treaty is concluded for a period of fives years, with the provision that, in so far as one of the High Contracting Parties does not advance it one year prior to the expiration of this period, the validity of this treaty shall automatically be extended for another three years.

ARTICLE VI.
This Agreement shall enter into force as soon as it is signed.

The Duke let out a quick laugh and spoke nonchalantly. "But then you'd be out of a job! Take that to the ambassador from Brittany post-haste."

du Fitzroy nodded, bowed deep and departed the throneroom with a kick in his step.
