arberian/albanian culture?

The cultures need overall some love. In Italy the lombardic culture is pretty messed up. Lombardic is a member of the "cisalpinic" culture group.

Italy is just a mess, made worse by the lack of Papal and republic mechanics.
Lombard in the game represents the Lombards of the 9th century though. The original Langobard Germanic peoples who settled in Italy no longer spoke any kind of Germanic language and were indistinguishable from the people they ruled, who were also referred to by this time as Lombards. By the 8th century, let alone the 9th, there is effectively no remaining reference to Romani in any of the contemporary charters and everyone is simply called Langobardi regardless of heritage. Lombards by this point are Italian; you might say that the Langobard culture of the 7th century hybridised with the Italo-Roman culture of the 7th century to produce the Lombard culture of the 9th century, which is Italian heritage.

There had to be arguable proto-slovaks / slovenians whatever, while all of Rus' peoples are called Russians.
I would like consistency in the way cultures are represented. If all East Slavs are Russians then all the tribes in the west can be called West Slavs and have the same tongue too.

they already did that with north africa, they just mashed up every berber up into butr and baranis

yup, but those tribes were not independent cultures.
There were some 250+ Berber tribes in the Maghreb, grouped in 8+ confederations (Masmuda, Ghomara, Sanhaja, Desert Sanhaja, Zanata, Kutama, Huwwara, Lawata to name just the main ones), many of which overlapped, held inconsistent territories, or subdivided into further sub-confederstions like Maghrawa or Banu Ifren each consisting of dozen own tribes...some of them changing their confederation alleigances over time.
Those were no cultural ethno-linguistic groups, but more of ancestral-political units.
Having even those 8+ major confederations as separate cultures would make Maghrebis more bad than good.
