If a Species has the Aquatic portrait, it should start with the Aquatic trait and Ocean home world.

At least the AI generated empires. Why don’t they?

Arthropods are often """"hiveminds"""" (ants, wasps, shrimp, ect) so why aren't they all spawned in as Hives?

It's a neat little feature called random generation, if every aquatic empire was forced to have that trait it would be boring. Same if every bug was a hivemind.

Does the game generate any machine's that aren't gestalts? Lithic-portraits without the lithoid traits? I feel as though this is a similar problem.

As a compromise, why not give the aquatic portrait an 80% weight to also draw the aquatic trait?

Then you do have these occasional Fish who have recently crawled up on land, fine, but you do mostly maintain the theme that a duck is a duck.

These portraits are locked to their archetypes, aquatics are not.

As a compromise, why not give the aquatic portrait an 80% weight to also draw the aquatic trait?
Seems like Paradox agrees, because such a compromise already exists. ;)

The Aquatic Trait is heavily weighted towards Aquatic Species:
