Tribal Federation isn't bad, but it still lacks the horde CB on top of not being able to raze. I'm thinking of going admin/religious/humanist, filling out admin until adaptability. I can't think of a better combination. Tribal allegiance and AQ ideas give some unrest reduction but not enough to skip humanist. I don't want to tank unjustified demands for centuries but it feels awkward getting three admin IGs in a row.
