While adding logic to these changes would certainly be reasonable, I wouldn't like to see it be just fixed modifiers based on tags. That seems to me very contrary to the "make your own history" aspects of CK. In a world where the Welsh conquered England, why wouldn't Saxon parents be more likely to have Welsh children than vice versa?

Well, I took those examples, because we already have "melting pot" events to gain saxon + norman = english results, so I would think that then these saxon and norman dynasties should also become english more easily. Most others would drop into generic chances, perhaps something like it is now and then some very unlikely changes, like castillan or french dynasties turning arabic in arabic provinces or arabic dynasties turning to castillan similiarly would be much rarer. But this is CK2 wishful thinking and CK2 might do something completely different and better. :)
