Moreover, my feeling is that a strong "national church" should be more a hindrance than a help for cultural conversion, even if both cultures share the same religion.

I agree; that's why my old mod treated the clergy as a conservative force in cultural change (along with the peasantry) with the burghers and nobility as progressive forces (more likely to pick up the latest fad from the capital, so to speak.)

Wow! Without even knowing it, you just described in two simple lines two centuries of Québec's resistance to English/Canadian assimilation, from the conquest of 1763 to the Quiet Revolution of 1960!

Your description also fits nicely the history of the Occitan culture in Southern France. The nobility and the top bourgeois were largely French in culture by the mid 16th century. But only the invention of military service actually brought the French language to the peasant masses in the 19th century.

So perhaps adding in some caste power setting checks and/or modifiers might be a good idea (and nixing some of the other checks)...
