You have to both be in the same alliance, both have the same state religion, and both be at peace, as well as having relations of +190 or better. Side conciderations are if your BB rating just spiked they're likely to turn you down, and if they have armies outside of their country I think they're guarenteed to turn you down.:mad: Positive effects seem to be having large armies/navies at their border and trading maps, both of which show them just how great and powerful you are.:D

My next game, I think I'll go for Austria with nothing but dip annexations to control all of the HRE.:cool:

I generally vassalize less than two countries at same time. For me, vassalization is not necessarily just a mean to expand but also a way to have cooperation of a valuable ally in time of war.
