Approx. how many vassals do you regularly get???

You have to both be in the same alliance, both have the same state religion, and both be at peace, as well as having relations of +190 or better. Side conciderations are if your BB rating just spiked they're likely to turn you down, and if they have armies outside of their country I think they're guarenteed to turn you down. Positive effects seem to be having large armies/navies at their border and trading maps, both of which show them just how great and powerful you are.

My next game, I think I'll go for Austria with nothing but dip annexations to control all of the HRE.

I generally vassalize less than two countries at same time. For me, vassalization is not necessarily just a mean to expand but also a way to have cooperation of a valuable ally in time of war.
