You should see a little question mark, too, around the picture box. This will tell you what the position entails and what stats are most important

one of my "things you can do" tabs indicates I have government positions unfilled, but I can't figure out what positions or how to fill them.
In a republic, there's two different types of position to keep filled: administration-related (basically, the positions of the two censors) and technology-related (army quaestor, naval quaestor, aedile, praetor, and pontifex maximus). If there are gaps in either of these, you'll get a banner hanging down at the top of your screen. If I'm not mistaken, the graphic for a missing sensor is a toga-clad fellow with a question mark and the graphic for missing techies is a silhouette with a question mark on top.

OK, so it seems I do not have qualified personage to fill the empty Censor slots. I guess I assumed that since I got the notification tab there was someone available. If I click on the question mark it opens a window but there is only another question mark to choose from.

So in time someone will step up to be Censor?

Like Erthain said, there are several qualification necessary for censor; the specifics escape me.

But, suffice it to say, someone will doubtless become qualified eventually. Also, remember that, like all other government positions, the censor is a office of considerable political influence, so don't pick just anyone.

If you are playing vanilla VV, to be appointed Censor a character must be (or have been) Praetor (civic tech) or Pontifex Maximus (religious tech) or have served a term as Consul.
