It is noiser than a football stadium. Hell it is noisier than a Hadron Collider.
I don't know which country you live in where monorails are powered by rocket engines. In my country they are powered by electricity and runs within a neighborhood.
Regardless of the choice for comparison, I consider monorail stations to be too loud. I have experience with only the monorail in Disney World, so I can't say they are all the same, but those ones do not seem particularly loud. They slow down entering the station and are then even quieter.
Not saying the station should be silent, but a lot quieter than it is now.
There are other oddities, such as the Unique Buildings in the "High-Tech Buildings" DLC (I know, I seem to mention it a lot!) "Space Shuttle Launch Site" that has a noise pollution of "10", while the "Software Development studio" building has a rating of "75". I suppose that since that shuttle never launches, perhaps it is quiet there? The "Hypermarket" has a rating of "90". I can't recall needing hearing protection at any large store I have been to.
Tourist spots have NP rating and I do agree with that. They are much like any dense commercial/downtown districts. How much the game wants the pollution to affect the cims is part of the game design (killing them is a little over irl) and I shall accept them.
While I don't expect the NP rating to scale according to real life at a very accurate level, I see them as how the game expects us to use the buildings. For example stadiums have high NP and you don't build an apartment next to one irl therefore the game expects you to do the same. (FYI I live in Vancouver where Rogers Area stadium, the train station and the condos actually stand side by side one another).
Monorail is part of the neighbourhood transport system. I used to live in Singapore where the "metro" takes people to districts and they can take monorail into the respective neighborhood. These monorail (known as LRT) literally sits in the middle of housing estate with lines cutting through them and produce as much noise as the roads or highway.
But it seems the game wants is to place it far from housing and instead use them for commercial/tourism purpose.
No worries, I was just wondering. As to those noise issues, I just count them among the many idiosyncrasies this game sports. I either live with them - or change them in the editor to what I think is right.

You can't assume balance is something they put a lot of thought into. Just look at parks. There are major discrepancies between size, cost and effect. Many are just flat out bad and some are overpowered for their cost and footprint (Carousel Park is OP as hell).
Same with the unique buildings. Compare them on the wiki. Some are absurdly more expensive for the same or only slightly more attractiveness and tourism. Its like whoever was designing that part of the game was just assigning random numbers.

The Carousel Park is balanced by having about 12,000 tris, so better use it sparingly than bring your city down .
