Vanguard Hero "Dig In" Not Working

Vanguard Hero "Dig In" ability is either not working, or not showing up properly. Whenever I have them in cover it doesn't appear to be showing up at all. I've been testing this using Jack Gelder in the Vanguard campaign, so I haven't tested it in scenarios yet.

Level up a Vanguard hero and acquire the "Dig In" ability. Step behind cover.
