Please explain your issue is in as much detail as possible.
I'm playing online with a buddy as Dvar Synthesis and I managed to find several cosmite nodes on my continent so I enact the Cosmite Collection Program doctrine and no changes to my cosmite income occured.

I thought at that point that it probably would only apply the turn after but it did not. Even after removing the doctrine there was no change.
