"Targeting Array" tooltip not showing numerical bonus values

Please explain your issue is in as much detail as possible.
When I click on a Targeting Array and mouse over the description on the map it says "Ranged abilities from friendly units gain accuracy and hex range". However, when I hover over the Targeting Array in the sector summary, it correctly displays the numerical values in the tooltip: "Ranged abilities from friendly units gain +10% accuracy and +1 hex range".
I'm not sure if this is a systemic issue with other defense structures or if it's Targeting Array only, I haven't tested it. I've attached 2 screenshots, one showing the problematic tooltip when clicking the actual structure on the map, the other showing the proper tooltip in the sector summary.

Steps to reproduce the issue
- Click a Targeting Array on the strategic map
- Mouse over the icon / description and note the numerical values are missing
- Click the central location of the sector the targeting array is in to pull up sector analysis
- Mouse over the Targeting Array under locations and note the numerical values are there as expected
