Please explain your issue is in as much detail as possible.
The premade leader, Syndicate Heritor lord "Giorna Es'Xul", spawned as one of the two "dvar" factions for Disputed Claim. The other faction was still a Dvar faction.
Two Dvar factions spawned on the planet, along with myself. I allied them both (they liked each other/had no opintion maluses). before discovering only one was for the condition. The Syndicate leader had all of the units that one of the Disputed Claim dvar factions is supposed to have, along with the opinion malus with the one Dvar Disputed Claim faction.
Unfortunately I deleted the planet before thinking about taking any screenshots/saving a game file for testing.
World settings were pretty standard, 6 players/normal game intensity/Hard opponents/Medium world size. I remember it had the traits: Embraced by the Void, Disputed Claim, Data Center, Research Hub. Autonom and Forgotten were active on the map.
