Please explain your issue is in as much detail as possible.
Equipping the Imperial Sniper Rifle seems to increase the damage of the equipped secondary weapon as well.
From the descriptions, there doesn't seem to be any reason for this to happen.
I've attached screenshots that show how the damage of an equipped Dispersing Gas Bomb is higher by one when the Imperial Sniper Rifle is equipped than it is when the Venom Sniper weapon is equipped.
The only differences between the weapons are in the main attack skill itself and the fact that the Imperial Sniper Rifle also grants the user the Improved Overwatch skill.
I therefore thought that perhaps the Improved Overwatch skill grants a small damage boost, but A. it says nothing about that in the description, and B. if that was so then the damage of the Imperial Sniper Rifle itself would also be affected.

Steps to reproduce the issue
Equip a secondary weapon and then compare its listed damage on the left when you switch between the Imperial Sniper Rifle and the Venom Rifle.
I've included a save file in which I saw this happen.
