Please explain your issue is in as much detail as possible.
A hero equipped with a flying vehicle dies if that vehicle is removed when they're over a water hex, even if Aquatic Deployment is researched.
It should put the hero on a transport instead, or unequipping the vehicle should be disabled over water. If none of those, at the very least the game should warn you that the unit will die if you do so.

Steps to reproduce the issue
I haven't tried to do this more than once so I'm not really certain it will work always, but according to my theory:
1. Equip a hero with a flying vehicle.
2. Move that hero over a water hex.
3. Unequip the vehicle.
