Please explain your issue is in as much detail as possible.
As per the title. The Naval Training Facility claims that "embarking within the colony's domain does not cost any additional move points", but embarkation still drains all move points.
Have you tried verifying your files?

Same issue. Cant cross small patch of water inside domain area without wasting 3 turns.

This still appears to be the case, at least for me. My units take their full movement to embark even in domains with Naval Training facilities.

Hey Guys, I just had a look and this seems to be still the case, I've escalated it to our Gameplay team to get fix. Thanks for the report.
