When I launch the game in Steam, the launcher window appears with a green "Play" button. When I depress the button, nothing happens. I have uninstalled and reinstalled the game.

Technically speaking the M1 is unsupported hardware for this game. Also there will almost certainly be no more patches for this game.

So I suggest you seek a refund from wherever you just bought the game.
