Please explain your issue is in as much detail as possible.
it seems that imperial rifle has +20% damage multiplier in the resource editor which give the damage bonus to secondary hero weapon too. also all imperial equipments (shotgun, pistol ...) has hidden damage multiplier too.
is this intended ??

Hey Dread, thanks for the report. I've checked with the design department and it is intended. These modifiers were added so we could increased the Hero Item without having the T1 units that use the same abilities go berserk. We'll look into how we want to clarify this.
