Please explain your issue is in as much detail as possible.
I could not use the Death's Gaze secondary weapon in tactical combat.
Perhaps it was because the hero equipped with it was airborne, or because she was networked, or considered mechanical - I have no idea.
The button for it was just darkened, the way unusable actions are.

Steps to reproduce the issue
Load my attached saves (one right before battle, the other at the beginning of the battle) and try using it.
This is the same battle in which I encountered the problem of Entrench ending the turn, which I reported here:

I think this ability is unusable if hero is piloting the vehicle.

That would explain it indeed, but there is no mention of that limitation, and even if there was, the secondary weapon shouldn't even be equippable if it can't be used with that primary weapon.
Changing to a primary weapon that doesn't allow your secondary weapon should mark the secondary weapon with an exclamation mark similar to how incompatible mods are marked.
