Please explain your issue is in as much detail as possible.
Scrambling Virus ability does not benefit from damage buffs from mods because it doesnt have the "Ranged Weapon" requisite in resource editor.

Scrambling Virus also doesnt inflict stun if hacker is equiped with stun module mod for the same reason (same for static build up module)
