Please explain your issue is in as much detail as possible.
When you use up PART of the MPs of embarked land units, save the game and then load it again, the units have gained MPs. I'm not sure about it, but it looks like save/load resets MPs to their land movement.
Have you tried verifying your files?
Steps to reproduce the issue
Embark land units; move a couple of hexes, but leave enough MPs for them to still be able to move at least one water hex; save the game; load the game and look at MPs.
My stacks were mixed insofar that they also contained at least one flyer. Their MPs were correct, but I mention this because I don't know whether a flyer in the stack might be a necessary requirement for the bug to happen.
