Hey Kitsune, thank you for reaching out. The third sector needs to be adjacent to the Residential Sector for it to be able to annex it. If you look at the screenshot (7) it is the second bullet point in the 'Always Active Bonuses'.
AoW: Planetfall - Residential Exploitation did not allow annexation of a sector located three away from the core despite being adjacent
