Please explain your issue is in as much detail as possible.
When an existing sector is released as a forward base, AI opinions and CBs will be modified as if that sector base was placed on previously unowned land. However there has been no new land gained, no new claims, and no warning given that this would occur.

Steps to reproduce the issue
Annex a sector into a city either claimed by an AI player or have another player take a sector claimed by an annexed sector. Release that sector as a forward base, wait until the next turn. Check the opinions and CBs with the player who you share a border with on the sector that is now a forward base.

Thank you for your report! We have a fix ready in our pipeline and will include that in our next patch, v1.006. Additionally, if a new open beta build comes out before the next patch arrives, that build should also include this fix.
