Alright I heard back from our Unit/Abilities guy. Psionic Drain is a weapon/ability modifier, modifiers don't have entries in the Imperial Archives. Other examples of modifiers are sadism, Melee, Psionic and Broken Mind.

Sadism, Broken Mind, Charge and the like do have other entries that explain what it does. They are considerd passive Skills that apply weapon effects, I guess.
It would help a ton if Psionic Drain had this pattern too.
Gift of Oblivion - the one Operation that applies it - costs 4 Tactical Ops Points. Not really something you just try to figure out.

Melee and Psionic do mention their one effect (ignoring shields or armor) in the attack property listing. And they are common enough to infer the same rules With Psionic even hanving a mention under Game Concepts.
Right now I have no idea what Psionic Drain could even be:
As self-heal on dealing Psionic damage?
Extra Damage vs Psionic Units?
Applying a damage debuff to Psionic Units?
Multiple, all or none of the Above?

The entries are the effects not the modifier. Sadism appears because the Herald of Oblivion has it and there is a Hero Skill for it, the Broken Mind modifier adds a 8 strength chance to apply Broken Mind which differs from the Broken Mind entry in the Archives, High Impact doesn't have it's own entry but is explained as part of the Stagger Game Concept. As with all modifiers the effect is described after the name, "Psionic Drain, healing the unit each time it attacks a non-Mindless unit" seen in the Gift of Oblivion Tooltip and a weapon breakdown.

Okay, this effect fully sounds worth 4 Ops Points.
Thanks for telling me.
