Please explain your issue is in as much detail as possible.
I found out while I was playing the 2nd Kir’ko campaign mission that I was unable to call the growth faction to war even though I had enough energy and influence to do so and had reached friendship status with them.
I can get to the menu to highlight the AI players that I am at war with, but clicking on either of them does nothing. I have attached a save file that the problem occurs consistently on for me and I hope this can be fixed. Thank you for your time.

Steps to reproduce the issue
1. Load attached save file.
2. Attempt to call the growth npc faction to war against an AI commander that you are at war with.
Attach DxDiag (PC) or System Info log (Mac)
